Opponents of Ballot Measure 7 say it will stay that way if the measure passes, that it amounts to a total ban on new plants. Proponents disagree, saying the measure is a nuclear safeguard. What 7 does is set up two conditions for the licensing of any new nuclear power plants. One, that there be a federally licensed storage dump for nuclear waste, and two, that voters must okay the new facility. Supporters of the proposal point out that high-level radioactive waste are extremely hazardous and say the nuclear industry and the federal government have not lived up to their promise to find a solution to this problem. They say Measure 7 requires them to live up to those promises before any more plants are built. Those against the measure say it closes out the nuclear option in Oregon and will mean energy shortfalls here. Current state law provides for plant licensing if a waste disposal site will be available in the future. Measure 7 opponents say that law is protection enough. Those against 7 have poured over $310,000 into the campaign, most of the money coming from utilities, including Portland General Electric, whose Pebble Springs project will be affected by the measure. Those supporting 7 have spent over $26,000 on their fight with the largest contribution from the Sierra Club. Supporters include the Democratic Party and a number of local legislators.
