The burns are necessary to kill field fungus, eliminate straw waste, and cut down unnecessary regrowth. And without the scorched earth process, grass seed farmers say their 1988 crops will be jeopardized. Part of the reason for the low 87 burning figures has to do with the recent change in air management policy. Last December, the Oregon Seed Council worked with the State Department of Environmental Quality on a new smoke curtailment plan. That plan was designed to assure clean air, especially in the Cascade Mountain recreation areas. At the heart of it was a ban on weekend field burning. Last weekend, the Seed council asked for the ban to be lifted. They were denied. The council is asking for permission to burn again this weekend.
