Therefore, the executive board of the Eugene Education Association at this time cannot support this budget, which does not provide finances for an educational program for five-year-olds. By not supporting the budget, we mean that we will not spend time, energy, or money on behalf of the proposed budget. That we need to be doing something in this area. I might add, I do not think that the schools need to do all of it. Certainly, the homes must do much of this. The churches must be involved in this. I would like to see many more churches holding kindergarten programs within their church buildings during the week. And I hope to encourage them to do this. This has a little to do with the public school program, but yet it has a lot to do if this could be a massive program. And of course, project Head Start.
