The people of this community should be aware of these promotional schemes and should know and be able to recognize their operation. These pyramid sales operations can be identified by the approaches made or used by their motors. This approach utilizes high pressure so-called opportunity meetings where promoters assure prospective buyers that they will get rich quick by buying the product and with it the right to sell the product to others. The deceptive feature of this practice is that the unwary consumer buys the right to sell a product only to discover, too late, that many others have been sold the thereby glutting the market and leaving the victim with a product for which no market remains. I don' know that that's what they want particularly. I think that in general, the thrust of the Vice President's comments, and he's made more than the President has, has been critical in general of the media, both the press and electronic, because of what he has regarded as... A lack of objectivity on the part of the press in handling administration problems. I don't know whether they think that the press is more objective now as a result of that criticism or not. There hasn't been as much of that sort of talk from the administration of late, although there has been perhaps more action as epitomized in the government's case against the newspapers of Times and the Washington Post and the others. Connection with the Pentagon Papers, although the Pentagon papers didn't really concern the Nixon administration per se, and there have been continuing actions by the government, particularly in the Justice Department, against newspaper reporters, usually along the line of the Earl Caldwell case, trying to subpoena newspaper reporters' notes and records and things of that kind, and there is the continuing investigation that is the... Residue of the Pentagon papers in which they are investigating not only Dan Ellsberg but also some of the New York Times reporters and perhaps other reporters who played a role in getting the papers for publication. Well, I think this is the problem that we're going to be grappling with for the next 10 years or more because these criticisms of the press come from all different levels of society. There's no question about that, not only the press, but the media, and they are in enough volume to show us that there is something wrong, that people are not satisfied with the present way the news is being presented. And I've been very pleased to see in the last couple of years that both electronic and print editors and reporters have begun to think very seriously and rethink some of their concepts about this. I don't believe that newspapers should be sort of a bargain basement in which every possible opinion is presented and given equal. Play. I don't think that, I think this would result in a cacophony that would be quite, you couldn't understand it. That list is long, but you can't do anything about those things. Nor can you provide adequately for a prudent defense posture, unless you generate the revenues which come from economic growth. Last year, we lost $30 billion in federal revenue due to an economic recession, due to a sick and ailing economy. The states lost over $4 billion in local revenue, school districts, cities, towns, and so on. The other issues are many. They relate, of course, to welfare. I believe that people who are able-bodied and drawing welfare should be put to work in the private sector first. And if that's not available, the government should be the employer of last resort. I think the issues of crime and violence are serious in this country. And as I've indicated earlier, this This is one that involves... Special attention on the part of the federal government to expedite justice so that people are brought to trial where they're charged with crimes of violence involving a felony within 60 days. These are the principal issues. There are a long list of others, a rebuilding of our cities, but we can't do any of these things effectively unless we have a healthy, growing, and vigorous economy. The Soviets have not slowed down the build-up of their strategic offensive weapons systems, both land-based and sea-based. On the contrary, they continue on an unabated basis. The result is that they now have deployed, or in the process of deploying, over 1,600 land-based missiles to our 1,054. And the megatonage yield, in terms of destructive power, exceed ours by many fold. In fact, 300 of the SS-9s, which has a yield of 25 megatons each compared to a Minuteman around a megaton, is many times greater than the entire 1,054 land base missiles. In addition, the Soviets have the largest submarine force in the world. They have the larger nuclear submarine construction facilities in the World. They have deployed over 25 Polaris type submarines with the 16 missiles aboard. And I would point out that they're a year ahead of our predicted time when they would equal our 41 boats. They will have parity with us. In two years or 41 boats in addition of course they have a number of submarines with missiles aboard which uh... We do not have the range on those subs and the missiles uh...
