The first measure reconnects the state tax system with the new federal tax reforms, and Oregon lawmakers say the changes should cut state taxes for about 60 percent of state residents. Oregonians will also benefit from a return of some of state's current budget surplus. State lawmakers earmarked about $200 million to give back to Oregon households in the form of direct tax relief. One new law, which could end up taking a financial bite out of the budgets of Oregon workers, compensates by reducing the tension involved with parenting. New requirements call on companies with 25 or more employees to provide up to three months of unpaid leave to parents of newborns or adoptees. The law guarantees that parents who opt to use its provisions will be able to get their jobs back at the end of the leave period. Starting bright and early Friday morning, all of us will have to pony up an extra $0.02 a gallon for the gasoline pumped into our cars. The increase is part of a three-year, $0 .06 a gallon gas tax hike. Money raised by the tax will be used to repair and improve Oregon's highway system. The tires that keep you rolling along those updated roadways will cost an extra dollar for each new one you buy. Money from this surcharge will be used to help clean up the piles of discarded tires that mar many rural areas of the state. And finally, if you don't like any of these legal changes, you'll have an extra hour to do something about it in 1988. Polls will open 60 minutes earlier during elections in the new year.
