Stroud is accused of distributing methamphetamine near Bailey Hill Elementary. If convicted, the Eugene School District maintenance worker could be sentenced up to 40 years in prison. Stroud is not accused of distributing meth to a child, but that does not matter. The law is designed to protect children from drug pushers on and around school grounds. But the law says it doesn't matter who the drugs are sold to, children or adults.
