We have a $43 million surplus in this biennium, and we have We use this surplus and limit it. For homeowner property tax relief to provide as much property tax relief in Oregon as approving the new sales tax will provide. I don't like to make the point that government spending is going to be reduced, because in my judgment, it will not be reduced. There are areas where it can be tightened down and we can get more out of our tax dollar. But when I see the pressing demands for many governmental services, essential services, such as doing more to clean up our streams and clean up air, combating water and air doing more to expand the park and recreational needs so the people living in urban areas have a chance quickly to get out along the river and freely wander on a public path along the river. I see many areas of public need. I do not talk about less expenditure of public money. I do say that we have an obligation to see that this money is raised fairly, that it's apportioned. Fairly as possible onto the people and the basic concept the most fair principle that can be adopted is Basing it on ability to pay. This is the heart of the Income tax structure that we have in Oregon and we have a very good tax structure in Oregon We're in very good shape. There are other roles to be played by civil officials, there are other rules to be paid on a state level, there other roles be played on a federal level, but ultimately we should not be taking away those controls which are essentially the controls and the responsibilities of the colleges and universities themselves. The study has been a careful one, and the supervisor's decision has been reached only after lengthy deliberations and after careful examination of all of the pertinent facts concerning the area. Second, all interested parties have had an opportunity to make known their particular views, and these were taken into consideration by Supervisor Gibney and the other Forest Service personnel who assisted him in making this decision. The responsibility for making the very type of difficult decision involved in this case has been given by the Congress to the Forest Service. No decision in this could have satisfied everyone, but the Forest service officials involved have striven hard to make the soundest possible decision under the circumstances, and whatever decision any of us might have made had we been deciding the case. I feel a strong responsibility to support the decision of the Forest Service and hope that the citizens of the community will feel the same way. The Oregon delegation has so far not been successful, and I think there's a very real difference. As you know, there were three places that we could attack this problem, one in the Department of the Interior, and we succeeded. We had them with us to recommend the repeal of President Johnson's limit. The second was the Bureau of the Budget. And apparently here, while they listened to us and while they raised the proposed ceiling, they did not do what was most essential. They didn't remove this artificial limitation and this change of a basic substantive law by appropriation procedure. The third place that we must now fight the battle is in the appropriations committees of both the House and the Senate. And we have begun that part of the battle long before the tentative decision of last week was out. We're still optimistic that we're going to succeed in getting the House appropriation committee to reverse this most unwise, most unsound action. To orderly student involvement in education, and provide, I feel, a model in the tradition of John Dewey, to the nation for effective and joint action by students and their faculty to begin to focus its resources on urgent human problems of man today. The BSU did a very important and very, very meaningful thing. Stating that they would not participate in the convocation. This is important because it demonstrates, one, the degree of distrust in institutional reform, and also it exhibits the pride that the black community has, as I see it, in not wanting to be in a dependency role, dependent upon white student participation or by the institution to bring about change, to put that much faith and trust in someone that has already, for so long, denied any real trust or sincerity. That's very important because it establishes that very pride and should be respected as that. My participation in it started as a commitment a long time ago through art education, which provided a model for the convocation. And I'm committed to involving other students. I feel my participation can provide some impetus, some sort of leadership that could really make it effective. I'm suspending my doubt and my distrust because it is a new situation and I wouldn't ask anyone else to do it. This is a situation involving life, and life is holy. God cannot create life, man can't. Man does have power, he can terminate life, but he cannot do anything except to terminate it. On the other hand, we see injustice here because the values of one group are imposed upon the values on another. And it's fair to say that this is exactly what Mr. Johnson did. He has behaved as a president, not as one might expect an acting president to behave and serve as caretaker. He has been a vigorous leader for the University of Oregon. And again, the board, the University Of Oregon community and I are deeply indebted to both Chuck and Gene Johnson for the kind of style and judgment which they have brought to the presidency of the University of Oregon. I think the board was fortunate in that the search committee in identifying the persons nominated to them included among these persons men like Dr. Clark and Dr. Johnson who seemed to possess the capacity to bring a bit of harmony to a rather diverse community.
