Downstairs in checking the IBM ballots when they came in whenever we found that any precinct cave that were there were too large a number or any significant number of ballots that had not been properly punched that is had not be inserted in the automatic properly we immediately went out and notified the chairman of the board and we noticed in the final pickup this had improved 100%. I feel that. Looking at it from our viewpoint, this election came off pretty smoothly. We were quite happy about it. I don't suppose some of the candidates are too happy, but from an administrative viewpoint, it was... And secondly, some of these children have advanced disease and require surgery, and I think it's important. Our concern is keeping him thinking about himself as a normal child and not as a crippled. But it is certainly right of that spectrum of that society to put forth the ideas in the words that they wish to use not in a panoring or not in the sensational manner, but if that is a normal part and those specific words were used to describe a film, to describe a group which is in New York. And is representative of the SDS philosophy, then I say that is the S.D.S. Philosophy. And you can accept that and negate it. And how would you go about stamping it out? That is obviously not part of a free nation nor a free society. And we must learn. We feel that the United nations should have its own force, should be trained, and be ready to move into trouble spots at the direction of the United Nations. Rather than at the direction of any national government, which still retains political control over any units which are now available to the United Nations. We feel that that would be a very useful first step. The United Nations should have some changes made within it. We feel the General Assembly should have a change system of voting rather than just one vote per nation. If the General assembly better represented the actual population and productivity, for instance, of the various nations, then we feel that there would be more confidence in the decisions made by the General Assembly, more confidence that they could actually be carried out. We don't have these people all coming from one pocket of the district. And then we would also hope to go into the individual schools and have probably meetings. Particularly the parents who would have children involved in the change immediately, such as the fifth graders, the parents of the fifth grader, so we could discuss it with them in their individual buildings and get their reactions. We would do, of course, the same with the junior high level. And we plan to get on on this right away. When you add to this ABLE students and faculty who join with their colleagues at the bar in a partnership of professional education and service, we believe that the result is one of the best kinds of legal education possible. I want to emphasize the joint effort of students, faculty, and the profession and the part that ABLE student play in good legal education. Today and tomorrow's law students are more competent and will continue to be more competent than ever before. Law students are intelligent persons of diverse backgrounds and attitudes. They're vitally concerned about our society and law as a vehicle for its improvement. They have an idealism that hasn't been common since the days of the Depression. They rightfully ask that their education be relevant to their lives. The reason I say this is, again, I don't think education usually is that different from the society, though if it's effective, and I want to be very careful in my use of the word, if education is to be effective, it does have to question the most root, in the most fundamental way, the assumptions of a society. If it doesn't do that, I think it does the trick. The counter reaction we're getting on this point, I would rather see a big fight around another issue because you can have say counter reaction that can be very damaging to the university too, though the point is made, you see. You can point out hypocrisy but then people get wiped out and you wonder whether it was worth making the point the second time and then getting wiped out. It's going to take a lot of convincing before I'll be able to vote for that kind of an increase to continue existing state programs. I also notice maybe you can see in this chart how this stacks up. Six years ago the FAR picture we were spending 368 million for our general fund. This is what we're doing in our current budget period and this is the proposal with the crosshatch material being what would be added on the top in just two years. You can see we're doubling in six years and increasing by 25 percent in two years. But with this 25% increase in the amount of expenditure in two years, there is less than 1% of increase in amount of money the state is going to give for basic school support. The governor's budget seems to me to indirectly use local property tax money to finance state government, existing state government. And that is something that I would be opposed to and would criticize. The schools need more money. We should give them more. Instead, we have a 25 percent increase for the state and less than one percent of that going to basic school support. And the political situation in Panama is at an absolute impasse. And they've demanded treaty abrogation. They've demanded really complete control of the zone and take over the canal. So there has to be something done, whether it's a canal in Columbia, Panama, or Nicaragua.
