Many of these new classrooms are needed in Oregon as the citizens of the future, our children enter in to the school year. How are we going to pay for this? All of us are heavily taxed. We are going to be more heavily taxed in the future. In the recent session of the Congress, there was a great proposal to relieve taxpayers and to provide better schools. This proposal was the Hill Oil for Education Amendment, sponsored by 23 United States senators. It would have used the great and rich offshore oil reserves to help support the schools in all 48 states. This fine proposal, wise in its conception, was defeated by the narrow margin of two votes. My opponent in the Senate race led the opposition to the Hill Oil for Education Amendment. He called this amendment, this fine bill, a fraud. Yet I want you to bear in mind that the oil for education proposal was endorsed by the National Education Association, by the American Federation of Teachers, by our own Oregon Education Association. At minimum estimates, it might have brought Oregon schools as much as a total of $97 million. At maximum estimates for the value of the oil reserves, it might have brought Oregon schools a total of as much as $567 million. To give you some idea of how much this is in the whole state, in the 1950 253 fiscal year, a total of $101 million was collected in local property taxes for the support of schools. And this will rise to a total of $166 million by 1960 as more and more children enroll in our schools. I will work when I am elected your United States Senator to bring about passage of the Oil for Education Amendment. I will try to see to it if we cannot recover the rich offshore oil reserves, which were so foolishly and so frivolously given away. To convey to you an idea of the value of these rich reserves, a recent edition of the Wall Street Journal pointed out that since the oil reserves were given away, the big oil companies and just one of the four states which received the reserves, Texas, these oil companies have spent a total of $50 million for underwater drilling equipment. I have read a recent dispatch from Sacramento describing how the Board of Equalization in California has argued about the disposal of California's first melon from the offshore oil reserves. It amounts to $62 million. In my opinion, part of that belonged to the schoolchildren of Oregon and to the schoolchildren of all 36 counties in the state of Oregon. I think that the oil for education bill should be, if it is all possible to do so, should be revived and that the members of the next session of the Congress, both in the House and the Senate, should make every effort to pass this beneficial and needy legislation for our schools. I know of no state where funds are required so desperately and so urgently to take care of our educational needs as Oregon because of the great increase which we have had in school population. Again, I want to point out to you that this great education proposal has been endorsed by all our leading educational organizations throughout the country. I will work to pass the Oil for Education Bill when I am elected your United States Senator.
