First Interstate Bank has title free and clear of the remodeled historic building. And although the bank would not confirm the details of the acquisition, foreclosure proceedings had been initiated on a construction loan made to the previous owners, Park Willamette Associates. The controversy had centered on the top floor of the remodeled building. Original plans called for the penthouse addition to look like this. But when the project ran over budget, this metal shed-like structure was installed instead.
