Aside from logistical problems, limitations on man power and equipment. We found only two major malfunctions of personnel or procedure. The first was the handling of the call regarding the possible presence of Joan Corberley in Eugene. And the second, a communications breakdown in the transmittal of telephone reports to the command post. And the officers involved had had little experience in determining the proper disposition of such a call, and they, in our judgment, inappropriately referred it to the FBI. Now, the action to be taken or has been taken in regard to this situation is that increased training has been ordered in call evaluation . And a reemphasis of the established procedures, including the alerting of shift supervisors to calls of more than a routine nature and the making of required reports. As I've had no opportunity until now to express my pride in the response of our department under extremely difficult circumstances, neither have I had the opportunity to express the complete bitter disappointment of the officers that were involved over the outcome of their I think that, of course, this would have to be a legislative action, and from what I understand in talking to the legislators, that there is going to be another overhaul of this tax refund program that has been taken care of in the past. As you know, and I know, I have not been too happy about the way that it was handled. It caused a lot of confusion and I think that it should be simplified so that the senior citizens particularly can easily, or more easily, determine whether their taxes are paid or whether they're not paid. And I think the program of the state paying the taxes, and then if there is an overpayment, to refund this to the senior citizen would be much better. At Central Michigan. No sir, I hope that we don't see them in my professional lifetime again, but I think it's a safe bet that as there have been periods of unrest in the past, there will be in the future. Clark Kerr, who is identified as much as anyone is with studying higher education, has noted disturbing reappearances of some of the usual predecessors of... Student unrest, but by and large we seem to be in an era of faculty unrest and my own faculty origins make that easier for me to accept. I'm sorry, I really can't answer that question. If the strike didn't require it to be closed, then all kinds of tough judgments would have to be made, and I wouldn't expect to act unilaterally in making a decision like that. Cal has to be one of the better teams in our conference. Cal has excellent team speed. Cal is very explosive. They have maybe one of, if not the best throwing quarterback in the conference, maybe one the best in the country, an excellent quarterback in Borkowski, a fine tailback. They're experienced. They're going to be a real challenge. They move the ball very well against two excellent teams in the University of Florida and University of Illinois. Just move the bar up and down the field. They're a football team. There's no doubt about it, the Bears are fielding their best team in recent years, and the Ducks will need more than Donnie Reynolds to pull it off. Still, the Duck's defense is yet to hit its peak, and if they do, it'll be close. So tomorrow, Oregon and California. We think that the registration activity is quite heavy at this time. In fact is right at this moment we have over 4,000 cards that have been delivered to us by our registrars that we have not been able to process at this moment and between now and next Saturday or this Saturday we will be of course receiving a lot more cards. How does it compare with years past would you say? I don't believe that the registration this year is as heavy as it was at the past presidential election or some of the other past presidential elections. To vote? Well in the first place a voter only has a citizen only has one obligation and that is to be registered and after they have once registered then there are only three times that they need to renew that registration in Oregon and that it is in the event that they change their name or they desire to change their political affiliation or they have changed their address and if any one of those three things has occurred to a voter then they should re-register to keep their registration intact so that they receive their mail and so that they're qualified to vote in the elections. The garbage from Las Gatas, California, was one more in a series of tests to see what modifications would be needed if the agency starts using Lane County's processed garbage as fuel to produce steam and electricity. About 100 tons of the imported garbage were burned this week. It was a light, fluffy material produced by using an air stream and magnets to sort out metals and glass. The plant in Eugene now burns about a thousand tons of wood waste a day. Officials say they don't anticipate any problems in handling the quantity of air-cleaned garbage that would be produced as an alternative to the county's present landfill garbage disposal system. More experiments will be tried this week using about 20 tons of Los Gatos garbage processed into pellets. At E-Web, Ben Brannis for Action News. Larry, I think with our new competency-based program, that the young people who will be graduated in 1978 will be much better able to cope with the problems that we have in our society. I think they'll be able to live effectively the six life roles that we all have to live. They're going to be an informed individual, they're going be a producer, they're gonna be a consumer, they're doing to know something about worthy family membership, and above all, they're getting to have some understanding of their citizenship responsibility in this democratic society of ours. We have says that you must demonstrate that you have survival skills in these three areas that we've added to the high school graduation requirements, citizenship, personal finance and career education. Additions are going to be made in the to the extent of about 35 million dollars of New new projects in the next two two years or so Those projects are going be aimed at modernizing improving the Ability of these plants to process the raw materials that are available And they're going to modernized in such a way that they will be able to use a good deal of material that is now being underutilized or wasted in the form of sawdust, in the form of shavings, in a form of wood-sized particles that are now being either burned or wasted. General we feel that Air and water standards that are in existence are going to have to be met both intermediate and long-term, and the things that we're doing are going to get us in a better position to meet those standards. I don't think there's any reason why during the periods of change and during the periods of addition that we're going to any unusual loads on the environment. Obviously in building and startup, you do have some change conditions, but I've had Howard, maybe that's too, too easy an answer. You want to address that? No, it is not expected that we would be asking for deviations from the standards on either air or water as we proceed with the capital investment. They are in fact capital investments to allow us to perform to those standards after they were identified, and we have confidence that they will meet the man. In my opinion, this is simply an irresponsible misrepresentation of known facts. As you may remember some years ago, Representative Dinsmore ran against then-Representative Hank Hart of Medford. And it was this type of scurrilous activity that Dinsmoor used to unseat Hart. As a result of his misrep presentation of one's voting record, Speaker Eiman has initiated a new accounting plan to keep track of legislators' activities. Now we are either listed as absent, excused, or excused for business of the legislature. He initiated this accounting procedure in anticipation of these cavalier-type campaigns. And if you review the voting record, you'll find very few times where I have actually been absent. I've either been excused or excus'd for business for the legislature.\" One of the next plans to be considered for approval by the county commissioners is the lower Mackenzie sub-area. That includes Walterville, Leeburg, Vita, and land along both sides of Highway 126. Several public hearings have been held in the area. An input from residents is considered in each plan. This week's meeting in Walterville highlighted some of the problems that concern the people who live along that portion of the Mackenzie River. Regional County Planner Mike Nagler outlines the key problems facing development in that area. Well their primary concern was of course the issue of Highway 126, and a lot of people felt that it is a current existing problem and it's a primary problem in the Lower McKinsey sub area. Some people strongly feel the road should be relocated along the North Ridge. Other people feel that no more new development should exist in the lower McKinney sub area until the problems of Highway126 are solved. Staff feels that an in-depth study, a transportation study, must be conducted. Prior to making any decisions of relocation or realignment, either to the north or south bank. And another primary issue that the people feel very strongly against is the Willamette Greenway system, the concept itself. They feel that it would only provide more public accessibility to the Mackenzie River in itself. And of course, a lot of people living adjacent to the river, owning private land, feel that. General access by the public causes vandalism and kind of has a tendency to destroy the existing environment of the Mackenzie River itself. Nagler says about 2,400 people live in the area now and as many as 1,700 more are expected by 1990. The planners must determine how many people can live along the Lower Mackenzie without destroying the watershed, the river, plant life, logging opportunities and recreation lands. The next meeting on the proposal is tentatively scheduled for Walterville on November 26 prior to submitting the plan to the board of commissioners for final approval. The commissioners will probably not act on the plan until after the first of the year. For Action News, this is George Shortus reporting. Well, our last Airport Commission meeting, it was decided that perhaps we should be on record as at least opposing the extension of field burning because of the safety hazards and the impact it has on the Malin Suite Airport operation. At the same time, however, we also are cognizant of the problems that is presented to the farmers and to the feed growers, and we are hoping that some alternate methods may be worked out in the very near future to relieve the problem for everyone concerned. What impact does fuel burning have on the airport operation? Primarily from the operations of the flight itself, IFR operations, these type of landing takeoffs from a safety standpoint and also of course from a financial standpoint in terms of gas sales and people who might be bypassing Eugene because of the field and the smoke burning at the airport. Well, a college in location may be good for an office building and uh... It may serve the needs of providing office space for county government. I'm not real impressed with it as a location for a jail. I think that we have to think of the citizens and residents of the immediate community around the college in who, when they either purchased a home or signed a long lease for an apartment, did not anticipate they'd be living next to a jail I think there's a problem with the streets, parking, the traffic. I think there's going to be a real problem with obtaining a conditional use permit from the city planning department, and I think regardless of which way the planning department rules that we may be in for a lengthy appeal process through the administrative hearings and maybe even later into the courts. Many, like our sons, went into military service. Others chose to leave the country or to go to jail. Each man followed his conscience. And all of us, veterans, resistors, parents, are victims of a policy that had tragic consequences. We would like other Americans to know that we do not want the continued punishment of hundreds of thousands of our young men. Gold Star Parents for Amnesty feel that a universal, unconditional amnesty would be a living memorial. To all the young dead soldiers who leave us the task of giving meaning to their deaths. Amnesty is not forgiving, it's forgetting. There is nothing to forgive unless it's that the resistors and those of us who've lost sons and those who were wounded and maimed and served can forgive their government because the government was wrong in involving us in Vietnam. Most of the country now knows that. It's cruel to suggest that there be punishment of those whose lives were on the line and had to make choices about Vietnam. The middle-aged generation waged the war. But it was the young whose lives were on the line, and who had to make choices about Vietnam. And now the government is asking that their punishment continue, in fact, with alternative service. Okay. Last time if the signs were located within public property, the staff removed those signs. If they were on private property, then we notified the property owner and asked them to remove the signs or to correct the matter. Do you need a permit for these signs? No, these signs are exempt. However, if an individual needs a larger sign, then they should apply to the city building department for a sign permit. And if the zone they're located in would permit additional signing, then we will issue a permit for that. Weinstein, the only multimillionaire in this race. Disagrees. He says his finances are nobody's business but his own. The people do have a right to know before Election Day where the interests of Weinstein's private fortune conflict with the interests of the public. I hereby call upon Weinstein to make public his finances before election day or get out of the race. I guess it started about six years ago when the then first-year senator established what you could best call a slush fund. He was discouraged from continuing that slush fund, but beginning then, six years ago, I've never been quite sure about paquatomics. Thanks. And then in the primary campaign, Marty, when he spent $179,000 really without a campaign against him, that also aroused my suspicion. And we do wonder whether that $178,000. Spent, quote unquote, in the primary isn't going to surface in some way in the general election since there was hardly $179,000 worth of opposition or reason to spend it in the primaries. And that's the question we raise, whether there's not going to be a real overexpenditure in an election. That's fine. That's what we need is open books. And we'd be glad to take a look at those books. But as you know, book hide or cover expenditures that aren't necessarily that easy to find in open books, I'm not saying that will be the case. I'm just saying we're glad of the opportunity to have open books but also from political experience, I know that it's impossible at times to really tell what expenditures are going for. Well, I think, of course, the ads that are on the radio now are bought and paid for by Vicotia. And I'm sure they're designed to perhaps mislead people into thinking that I am supporting Vicotía, which is not the case. The figures that I gather he's referring to, I haven't heard any of them myself, but I'm gathered he's refering to are some programs that Bob was talking about in the primary. One of those programs, the housing program, Bob has changed his approach to that. And I think. The other one that will lament Greenway, Bob, feels that the people ought to have a vote on that and whether they want to have a general obligation bond issue to buy the land or whether we ought to acquire easements. I think we ought acquire easement. Bob thinks that people ought have a voted on it. I don't think we're going to get hurt if the people vote on it, I don't object to that at all. But I'm curious to read the ad to see if I'm accurately quoted and I am a little upset over the fact that the ad is such that many people, I'm sure, think that I'm endorsing Vicotia, which is far from the case. As much as time will allow speaking on behalf of Bob Straub for governor. Number one, I think we should have won the ballgame. We had opportunities to win it, and we didn't. The guys discouraged, yes, because they worked awful hard, awful long, with the idea of going back to winning. And when you lose it, you're frustrated and discouraged. But it doesn't mean they won't bounce back. And I'm sure this week of practice will be one like last week, where they're going to be going hard and determined and getting ready for Cal. Coach, are the Ducks particularly vulnerable to a Well, we've had more trouble, I would say, with the pass than we have with the run in the recent years. However, it's been mostly the shorter pass or the curl or the percentage pass that's hurt us more than it has been the deep pass. In other words, we have been a containing type defense. People haven't beaten us too much with the pure pass. Now against Northwestern, they score two touchdowns by way of the pass. But they had seven or eight different drives inside our 45 yard line. Because of poor punts or because of fumbles in as far as making the attempt at getting those points. In other words, when you have enough chances by way of drives or services, you're going to score points. We'll be right back. On grounds of mistakes in counting and violation of the election laws. To be more specific in violations. No, I can't at this time. This will all have to, whatever there is available will have to come out into court. People are, I suppose, free to come to court. Why are you doing this? Because I don't feel we had a satisfactory answer to my first question yet, which was, were the votes properly counted? We still don't know, in my opinion. It seems so many things have happened. I still want to know that question. You felt right after the recount though that there you were satisfied there had been an accurate counting of the votes It seemed to me that there had been, but I didn't have, many people called me after that until I spoke to me personally and they were not satisfied for various reasons which I cannot go into. The major role that I will have been is to marshal the kind of public support that we already have in the metropolitan area, Eugene and Springfield, to resist any attempt to raise or to eliminate the ban on field burning January 1st next year. And this effort will be concentrated on legislative effort because that's where the decision will be made. There's enormous public support. Mayor Anderson and I have talked about it just recently. He's gotten tremendous support and response from his call that he put out two weeks ago for people to express their opinion. They're volunteering to help the tourist industry, the motel owners, the business people of this community, the ecologists, the broad-based support. He's got the response. My job will be to coordinate that response in a legislative effort next year. Which would you rather see built first, a new county public service building or a new county jail? And we realize that the funds have already been allocated for this quite a while ago, but we went ahead and asked the question to the people to see where their priorities were. And it shows very obviously that they would much rather have a jail just as soon as possible. But we already know that the County Public Service building has already been slated to start pretty soon. We asked the people if they would support a bond issue to help pay for a new jail. And it showed that they really would. They wouldn't mind having their taxes raised to help pay for new jail I would think that if, and one of them was that most people really do want a new jail in the community, but they'd rather have it close to the courthouse and away from the residential areas because like lots of people have little kids and stuff around, they don't feel too good about it right in their neighborhoods. Another recommendation we had was that, this is also on page 28, there needs to be an educational program by the county given to the people about alternative correctional programs such as work release and release and recognizance. And then another one of our recommendations were that the majority of the public would like to see a new jail built within two years, or just as soon as possible. And they are willing to financially support it, which I thought was really neat. Well, the riding campaign has just been marvelous because people have just poured forward to help out. We're relying really upon many thousands of volunteer, person-to-person contacts, and that requires many interested, motivated people. And many people who've known me or many people are just plain outraged about the primary have come forward, and I'm really extremely pleased and gratified about that. Will you be successful? Well, I think so. I hope so. That's because all through high school and through grade school I was a two-sport athlete and it kind of hurt me to have to make a decision when I got to stiffer competition on a college level, but you find that you pretty much have to do that when you get to college. You have to have a decision. I made the right decision and I'm glad about that. When you first went out for the ducks, you went after the passes. Now you go after the passer. How do you feel about the switch? Thank you very much. Well my first choice of playing football was to catch the ball and then run over people but through changes in our offense and defense they thought it better for me to play defense and at first I regretted it but now it seems as though I found me a home and I like it very much. The sign code was drafted considering the esthetics of the city, various types of community concerns for identity signs that would serve the business and still allow for the removal of large signs in the community, and the amendment does not affect that. As I said, this is the way of doing it, and we've done it, we've got it as it was reported then. He's asked me to quit doing it, not because he didn't say it, but because he said it has the flavor that the treasurer's office did this. All we're really quoting is, from what I understand, is his press release, which said State Treasurer Jim Redden or Jim Reddon, State TreASurer, whichever it is, said. And he said this during the primary. And he's said that against his opponent, then Bob Straub. And I don't think he told the papers that they were wrong then. And all I'm doing is saying what he said before and in his form of press release. Well, that's stretching it a little bit. I don't think anybody thinks that he's endorsing my campaign. I understand he made a speech yesterday about me and my plan, action plan. And how anybody can confuse that one, I don't know. I think that's stretched out a little far. Thank you very much. This refusal fits well with the dishonest campaign Mr. Weinstein is running. Mr. Weinstein has taken advantage of the times. Demagoguery is easily accepted during difficult times. Watergate, inflation, high unemployment, and many local controversial issues builds a community frame of mind that easily accepts the demagogue. And in case some don't know what demagogue is, that's one who uses the passions and prejudices of the people for his own interests. People who live along Marcola Road want the speed limit reduced. The numbers of injured and dead have caused a great deal of concern and anxiety for families along the highway. One of those people especially concerned is Mrs. Richard Jones. She and her family have suffered traumatically from the continuous number of accidents that happen almost weekly near their front yard. I asked Mrs. Jones just how bad the situation is. Well our children aren't allowed to play in the front yard because of the many accidents and we have to keep a supply of flares on hand to keep the traffic alerted to the fact that there is an accident on the road. Anything happened to you recently that caused you concern? Recently a friend of mine's son was killed on this road which was very upsetting more so than someone that we didn't know Why is the road so dangerous? Because of the speed. They don't travel at the speeds that are posted to begin with. The road should be traveled at 45 anyway on the corners. And they're doing considerably more than that. Do you keep a first aid kit here for all the accidents? Yes, we do. Have you had to treat many people? We don't treat them, we just make sure they're comfortable and get the sheriff and the ambulance out here as quick as possible. Seven people have lost their lives along this stretch of the road near the Springfield Golf Course within the last year. Whether that situation will change now depends upon the Oregon State Speed Control Board. In Marcola, this is George Shortus reporting for Action News. I think the board's efforts in the past have been to at least include as much of a cross section of the community as possible and we did that last year when we elected Linda Wilt and we have another housewife on the budget committee. But I think also we have to have a representative from a group and particularly one of the reasons I was so much interested in Adrian Voller who does represent what I call the senior citizens and who have a real difficult problem. I feel that we should have that representation on the budget committee.
