To permitting cities and counties to levy income taxes if the people wish to do so and if they want the services that must be supported by such a type of tax. I think it's a very constructive move. It certainly coincides with my philosophy that we should do everything we can to aid local government in performing the tasks that the people locally would want to have. The alternative to this is the trend that is now being set across the country where the federal government. Preempts the role of the state and preempt the role of the city and county leadership, and deals directly with municipalities, organizations, and individuals to provide the services desired by the people. Seems to me the local control is vitally important. Governor McCall said just a couple of days ago that we could go with $30 million in added money for basic school support, reducing the property tax pressures. Nobody seems to be interested. What they seem to be interested is passing a $250 million added tax. This is where the state's general fund budget was in 1961. This is 1963. Here's where we had a very sharp rise. This is an increase in the amount of money available to spend for general fund purposes without any new taxes. Our current budget is at the $496 million level. Now you notice how this is going up? But how has the state been doing so far as the money it gives back to local schools? Well, not as well. This crosshatched area is what we've been giving to local school. Here you see we've gone across. We haven't gone up very much at all. This line here doesn't go up like this line does. That means the state's been getting a lot more money, but it's not been giving it back for local school support. And that's why property taxes have increased as much as they have. There are other reasons as well. The increased cost of education and the increased costs of other government. The schoolchildren of Oregon are being held hostage.
