On the other side of the country, a different kind of storm is brewing. Not the wrath of nature, but the conflict of man. The storm found its genesis a year earlier, in 1961. Carrying out a covert action framed during the Eisenhower administration, John F. Kennedy approves a plan to invade Cuba and overthrow its revolutionary leader, Fidel Castro. Cuban expatriates are recruited to lead the assault. But at the last minute, Kennedy withdraws American air support. The expatriats land at what turns out to be Castro's favorite fishing spot and are harshly greeted by thousands of Cuban soldiers and construction workers. The botched Bay of Pigs invasion becomes a major foreign policy humiliation for the young American president and causes Cuba to align even more closely with the USSR. Sunday, October 14, 1962. American U-2 spy planes carry out a routine mission over Cuba, but they return with some astonishing photos. Over the next several days, intelligence experts identify Soviet missiles and military gear being positioned on the island. The rockets are capable of carrying nuclear warheads. They could be operational within the week. President Kennedy meets with his closest advisors. They decide to keep the intelligence secret until they can formulate a plan of action. By Friday, October 19, they have one, a naval blockade or quarantine to prevent more Soviet offensive weapons from arriving in Cuba.
