Are over 30 million handguns at large, and more than a million new ones sold each year. There is a direct correlation between the number of handgun and the frequency of their use in crime, accidents, and suicide. Candidates for this office have a duty to point out The perils of unregulated handgun ownership and to propose corrective action. That poll indicated that 72 percent of the Oregon voters' support came from the to the victims of crime and key witnesses. It will require the registration of family members and the license to get in. We do plan to have, available at the central receiving station, the area for people who wish to separate out the grass and bottles and tin cans and newspapers, have a convenient location for them to drop off that material before separation. And the resource recovery portion of it, for that to function, you need somehow to get the waste all together so that you can funnel it into the resource of the facility, so really the central receiving station. Some store officials have said there's animosity between the food stamp and non-food stamp users, but it's apparently not a big problem. Oh, occasionally a customer who is new on the food stamp program doesn't understand the necessity of letting inspectors know that food stamps must be run, food stamp eligible items must be running separately. In other words, you can't bring together the non-food items which aren't eligible for food stamps and the food stamps have unless we separate it out and run it separately so that we only can accept food stamps from the eligible product. That's one area and uh The people who dispense food stamps, they're a pretty good job of informing the people to do that when they come in. So our problems now are lessened tremendously. At first, this was a problem, but now, no, not here. The Lane County Extension Service trains eight to go out and help low-income families plan food budgets and meals. But not all low- income people are aware of the food stamp program. It's one group that I would think of would be elderly. Very often if they're living in social security would be very eligible for food stamps. And either they don't choose to or we do find people who do not know about it. The low income audience doesn't, they don't t all have television, they dont' all have newspapers. Most of them don't have any papers. And surprising as it may seem, there are people that don't know where to go and how to go about getting certified for food stamp. To be helping around. That's not how it works. One criticism level that the food stamp program is, once on food stamps, always on food stamp. No, that's really a misconception a lot of people have. Currently, we are rotating our caseload about every three and a half months. And certain times over the years, even sooner than that, we might take on 1,700 new households a month, but we might also close 1,780 households a year. So that people in the program do not stay in the programs really that long. Is not alone in the... The report published by the Community Nutrition Institute indicates current criticism of the food stamp program is based on erroneous belief that families of four earning $16,000 a year are eligible for food stamps, that the food stamps program is widely out of control, that the program is filled with cheaters and chisels. Treasury Secretary William Simon said the foodstamp program has grown 47,000 percent since 1962. However, the program operated in only eight counties in the entire nation in 1962. The United States Department of Agriculture's statistics show only 13% of all food stamp participants are in households with incomes over $6,000 a year. Further, the Agriculture Department reports the percentage of households fraudulently receiving food stamps is only .08%. Grocery store executives say there is no evidence of food stamp recipients tending to buy exotic food and it's illegal to purchase alcoholic beverages with food stamps. Food stamp program officials and others involved with the program agree that single people, students and the elderly, are discriminated against with lower food stamp benefits, while married people with children are rewarded with higher per-person benefits. And this is not expected to change. In spite of what appears to be misguided criticism, changes appear to be imminent in the food stamp program, if only to satisfy public opinion. In Lane County, Joe Herron, Action News. I asked one food stamp recipient what she thought of critics of the food stamp program. I think they don't understand, most of them, and I think that there is some courage, but there isn't churches. There isn't lodges. I'm an Eastern Star. I know some would bring baskets of nuts and nuts and take food home and they'd do it in churches, so what's the difference? At the nation's capital, correspondent Pat Callahan found out politicians are interested in who's getting food stamps and why. But the questions we're asking are should students be on food stamps, should the voluntary poor be on the food stamps. Who gets food stamps? In my district, I've been told that the elderly are a small factor. Now I want to find out because they should be the largest group. These are questions that we must answer, and when we answer them Then I'm going to come out and I'm gonna take a tough stand on a boot stand, give me no gloss over. If we feel that students should be aided in other ways to go to college in food stamps, then we'll cut these students out. But that's a question that remains to be resolved. Thank you very much.
