It was part of an effort that began 25 years earlier when city officials across the country working to save their downtowns from decay began demolishing old buildings to install glittering new civic centers. Both failed, leaving organizers to conclude the time was not right. But in 1977, the same people went before the Eugene City Council to try for another bond issue. The project faced some severe reductions, but city officials got a boost from two places they hadn't counted on. For starters, they'd been able to sell all of the project bonds at a good price. They'd invested the proceeds at a high interest rate. And that added $5.7 million to the construction funds. And the newly formed Eugene Arts Foundation was able to raise $1.4 million on its own to pay for some parts of the project, bringing the total additional funds to more than $7 million.
