In addition, I am introducing an amendment to pending legislation before the housing subcommittee to allow mobile homes to be acquired by groups of co-ops, non-profit groups. Or migrants themselves on a pilot basis to see whether such plans for mobile home ownership are economically feasible. Officials of the mobile home industry assure me that it can be done economically. I believe we should be experimenting with such innovative ideas which will not prove economically burdensome to our farmers and which will help the migrants to improve their living conditions. Look, this is what I found in viewing every government in the world, every state legislature in the United States, every city council. There is not a single government in this world known to man except the U.S. Congress that uses seniority as a system of selecting their committee chairman. And yet the U S Congress, year after year after years, insists on picking the very powerful committee chairman solely on the basis of how long have they been in Congress. So we've got committee chairman in the Senate, who averaged 65.4 years of age older on the average than the normal mandatory retirement for business I've introduced this amendment Which would simply say that committee chairmen are to be picked on the basis of merit or ability Not seniority in the hopes that we might somehow update this arcane Insane method of picking people to run our committees But the main point that we were making today was that if we're going to provide Japan with markets in our country for their goods, that Japan then has to lower its trade obstacles. It has to remove its trade barriers so that our American goods can flow in to Japanese markets. That when we talk about world trade, it's really a two-way street. Not only buying of products from abroad, but being able to sell American products in those foreign countries. Both in the field of textile and lumber exports, we dealt in more specific terms. Driving on snow and ice is an art in itself. Each year at Stevens Point in the middle of Wisconsin, the National Safety Council and a nucleus of winter driving experts set up a workshop to teach driver training instructors on a man-to-man basis the fine points of handling cars on snow or ice. Here's how they do it. Once a car gets this far out of control, all you can do is grit your teeth and hope for the best. But nine times out of ten, skids can be tamed right at the start before they get out of hand. Here, winter driving experts from the General Motors Proving Grounds and other professionals teach leading driving educators how to control skids while trying to stop. The trick is to apply as much braking effort as possible without locking the wheels. This can best be done by pumping the brake pedal, not with hard, sharp jabs. But rather with rhythmic alternate press and release. This will give you maximum stopping power, considering the road surface, and still leave you enough steering control to swerve away from an obstacle. And the accelerator pedal needs just as much finesse as the brakes in slippery weather. When the rear wheels spin on a crowned or slanting road, the back end will skid sideways. No matter how hard you press the gas pedal, you can't get moving any quicker with the rear wheels churning up a storm. If you enter a level curve too fast and start to skid, the brakes probably won't help much. Let the car coast while you gently steer to regain control. In the seminar skull sessions where the students also are pros, the scientific aspects are related to the seat-of-the-pants skill. In how to drive safely on ice or snow. Skiers can control their course with skill and practice. You, too, can travel safely on snow or ice, not with the skier's spectacular performance, but with caution and know-how. The main thing is to adjust your driving to match road conditions. Two NASA weather research satellites are celebrating birthdays in April. Nimbus 3 has been in orbit for two years, and NimbUS 4 is celebrating completion of its first year of service. NimbUs satellites, designed for one year's use, have consistently provided worldwide weather information long beyond their required lifetime. The satellites observe the entire globe twice every 24 hours. Nimbus-3 made news in August of 69 as it tracked Hurricane Camille off the Gulf Coast. Authoritative sources estimated early satellite warnings may have saved some 50,000 lives. Nimbous data is used by the United States Weather Bureau on a regular basis. Along with taking pictures, Nimbuss satellites measure water vapor, monitor ozone in the air, map temperature levels in the atmosphere, and track weather balloons. The next NIMBUS vehicle is now under development for a 1972 launch. Someday, satellites like NIMbUS may be used to manage water resources and, through advanced warning, prevent wasteful reservoir overflows and even disastrous flooding. Accurate long-range weather prediction can conservatively save more than $2 billion annually, a direct benefit for man from space. We have here a model of a modification of a drug, an antibiotic, which was developed for use specifically against TB. We now know that this modification is particularly useful against the RNA-dependent DNA polymerase, which is found in cancer cells. We have tested it against the transformation of normal cells to cancer cells by the viruses which do this and we have found it effective in the test whether it will be effective in animals and further than that in human beings remains to be shown. It's clear that the fulfillment of our housing needs will require substantial increases in the availability of softwood, saw timber. Our corporation builds thousands of houses every year using all kinds of materials. And we know there are no satisfactory economic substitutes for wood. Mr. Howeby, I was wondering if we were going to be traveling as regular passengers on this flight. Yes, you are. But we might set aside a sort of youth section so that you can be with your own. Do your own things and have your own thoughts together. I don't know what we'd call it. What do you think of Campus in the Air or maybe Fillmore Up? Will we be able to ride the 747? Absolutely. In fact, the 747 is one of the reasons for this. We have enough empty seats on the 7 47 so that we can offer you this bargain. For two years Pan Am has been trying to get the other airlines to agree to this youth fair. Ninety-nine dollars between the United States and any point in Europe. London, Paris, Copenhagen, Frankfurt, Rome, all over. Fortunately, the Belgian government directed Sabina to put the fair end sooner than we thought we could get it through Ayada. So we matched it at once. What is the gimmick? How can you afford to give us this kind of a deal? Well, that's a good question. There's no gimmick. It's that we have more seats than we have bottoms to fill them. In this building here in Denver, Colorado, training specialists have come up with a new concept of the training of airline pilots for the new wide-bodied McDonnell Douglas DC-10. The idea is to get the flight crews out of the sterile academic climate of the classroom and into the cockpit. But the cockpit, in this case, is a new $4.5 million flight simulator that enables pilots to master all flying techniques without leaving the ground. And check the center rear. Eighteen, defense. Takeoff flight. Flight control. Customized instruction, total immersion into the environment of the cockpit, are key phrases to the new training philosophy at United Airlines Flight Training Center, according to DC-10 training manager, Gary McCullough. Other than briefing and debriefing sessions, the cockpit is a classroom. We'll have pilots in the cockpit procedures trainer by lunchtime on the first day they're here and they'll be in the simulator on the fourth day. The commercial jet pilots normally spend up to two weeks in ground school classes when learning to fly a different aircraft. Former training techniques required the pilots to study the construction of their aircraft in detail, but no more. We don't believe it's necessary that a pilot know how many rivets are in his airplane or how many cables and pulleys it takes to move the rudder. The realistic motion of the simulator and its capability to respond to pilot action will cut training requirements in the aircraft itself by about 50 percent. Adding to the realism of simulator training is the capability of this device to visually demonstrate maneuvering in the vicinity of the airport. A closed circuit television system is computer keyed to the simulator, and places the horizon and landscape in constant relationship to the attitude of the simulator. These added capabilities, says McCullough, is hastening the day when all pilot training will be conducted in flight simulators, eliminating the need to keep multi-million dollar aircraft such as the DC-10 out of passenger service for training purposes. This is Tom Wright at United Airlines Flight Training Center in Denver, Colorado. Drug violations overseas are very citrusy, and we're distressed to report that some 882 Americans are in jail, in foreign jails abroad. This now means that they are subject to the severe penalties which the foreign laws have imposed and there's very little that the United States government can help to assist in that regard. The best way to have a good safe and happy trip is to make sure that you've got your passport documents in order and your other travel documents that you have your shots as well and that you do observe the laws and customs of the country which you are visiting. Have a round-trip ticket and also sufficient funds to take care of your needs, preferably in traveler's checks. If you need any assistance, don't hesitate to get in touch with the United States Council. He'll be there to help and advise and assist you. In the meantime, if you observe all of these things, you will have a very happy trip and bon voyage. Thank you very much. I think we have indicated dissatisfaction, but I think the real goal of the NEA now is to have programs that will show our concern and amount activities that will change the federal government's role. I think that has to happen several ways. I think it happens with maintaining and increasing our political sophistication. That means far more activity in national campaigns. And we must have increased federal funding if we're going to have quality education for all youngsters. But it is for all the ramifications of good education. That means rights for teachers as well as rights for youngsters. But funding is one of our paramount objectives. How important is collective bargaining? It's the most important thing as far as teachers are concerned, because it gives them the right as employees to work for better salaries and conditions for themselves, but it also gives them a right as professionals to see if they have a role in saying what's going to happen to the education of our children. And that's Paramount. On pines and on all of the shrubs around. We had to take out, as you can see them all around, these worms come out of the trees, crawl down in here and make a nest. Now these egg deposits are all over and there's about 200 eggs to each one of them. If you can imagine this in just this little area, just on this building, imagine what we've got up in the hills where these trees are, well, they're just full of them, 11 trees. We had make firewood out of them but I would certainly much rather had them for shade trees in the backyard of our house. They've eaten half of my trees. You can see the tops of these trees here. The whole tops are dead. I'd say 50% of my tree is on my property. The tops are dead on because of the tussock moths. I don't know what to think about it. I don't what to do about it but I'm terribly distraught because this place that I bought and want to retire on is just going to the dogs. It's just dying off and I don't know about the DDT problem. I question very Seriously, is the damage it will do? Is as bad as the damage that the mobs are doing. Nothing else seems to help. Nature takes care of himself, we're going to lose them all. Ben, you've had a chance to fish out of Astoria and now you're down at Newport. What are your observations on the differences and the similarities in the fish? Well, there's quite a difference out here in Newport and our Astoria. Of course, this Newport fishing is really something else. I've never bought them fish. That's a new experience for a fellow from Michigan like me. That's been hopefully catching some of the Oregon planted coho, the silvers you call them out here. We call them coho and the Chinook that you've so gracefully tied in with our program over in Michigan to give us fishermen a chance to catch fish over there. But I'd say an average day for you is an excellent day for us. Does it look like a success to you? Eminently successful. The idea has proven very valuable. People from both areas have taken ideas back to the other areas and implemented them to their benefit. And that's what it's all about. The heart of the recovery system is this anti-magnet, which repels aluminum, thus separating it from solid waste. Untreated garbage at the rate of 10 tons an hour is dumped into the recovery system and fed into powerful shredders. The fibrous material and glass are chewed up to confetti, and the valuable metals are reduced to about golf ball size. Burnable trash is separated in an air classifier. Then it is transported to a combuster for use as a non-polluting fuel to generate electricity. Reclaimable materials, aluminum, steel, and glass, begin their journey to recovery. The iron and steel are separated magnetically and made available for sale as scrap. Crown glass and ceramics are removed and sold as sanitary landfill. Non-ferrous metals are funneled to the aluminum baguette, but the aluminum is swept off the belt for recovery and sales. With increasing value of scrap metals, especially aluminum, which is worth about $300 a ton, and the decreasing supply of the world's resources, this recovery system may well be one of the richest strikes since the 1849 gold rush, says Alcoa and the developer's combustion power company. Oh, I wanted to come up and make some money so I could go to school, pay my way through college. So this is how I'm doing it. It's a good job, I make time. All children have been known to swallow peelings from old lead-based paint, and lead can be inhaled from the air. Lead poisoning can be dangerous. A quick, easy test for lead poisoning has been developed at Bell Laboratories. Scientists there carry on studies in many disciplines to advance telecommunications. These studies for the Bell system often produce benefits that go beyond telephony. For example, research in the first require a relatively large blood sample and time-consuming laboratory analysis is comfort and relatively easy to do. Personnel can quickly become expert with the equipment and perform a test right on the spot. Lead alters the chemistry of red blood cells during their formation so that they exhibit a red fluorescence when exposed to blue light, and scientists have invented a portable device to measure the intensity of this fluorescence. It is automatic and contains a computer. The prototypes are being made available by Bell Laboratories to the U.S. Department of Health and other facilities for further evaluation in the hope that large numbers of children can be screened and that those with high levels of lead in their systems can receive treatment. Possible diaper business has been on the upswing during the past decade. The paper diaper boom should get another boost from a recent discovery by U.S. To Pounds. One, a synthetic petrochemical polymer, and the other, a natural polymer, cornstarch. Other starches can be used, but cornstach was selected because of its low cost and availability. This matter, just one gram of this powder, can absorb and hold 500 grams of water. And here's the result. Superslipper can also be produced as flakes, film, as a mat, or in liquid form. A team of scientists headed by the form of superslipper is being used here to absorb urine. Because it works as well with other body fluids, the new product might also be used in surgical sponges, hospital pads, and bandages. Meanwhile, this product of cornstarch research is still reaching out for new liquids to slurp. Showing why it can claim the name super slurper. There's several reasons for this. Number one is that Alaska has, for a long time now, had the highest rate of unemployment of any of the states. It's been over 10%. And the second reason is that in Alaska, we have what we call a local hire law. And that means that Alaskans who are qualified must be hired first. Alaska, especially in the wintertime, is a tough place to be if you don't have any work, unless you have enough money to survive and until you can turn around and go back home again. And it's especially tough if you bring kids up. It'd be pretty tough to be surviving in a tent right now. With temperatures at 20 and 30 below zero, which we're still having. So I'd very seriously warn you not to come up thinking you're going to find a job once you get here. Get it lined up in advance if you can. Also, if you see any ads in newspapers that ask you to send in a few dollars and then you'll be assured of finding a job up here, be very suspicious of those. There have been quite a few phony ads like that in the last year or two. We'd like to crack down on these people who are trying to make money by promising jobs that are not there. This is the area that we made one of our initial releases of our cinnabar moth larvae in 1965. This area was completely covered with Tansy at that time, and it varied in height from four to six feet, a solid mass of it here. The Tansi remained stable for several years. In fact, in 1967, when we put an initial release in here, it wasn't until about two years ago. Actually, we saw much improvement of ridding our fancy plants. What can this display do that... Freedom train exhibits could not do. Well this can go on highways and the freedom train had to stay on rails. This is going to be very important to us because it will reach 75 towns and cities in Oregon and it will stay several days and it's free and we're terribly pleased that it's going to feature about 12,000 years of Oregon history. How can you hope to move history like that on wheels from town to town and have it survive the move? We know that we can. For one thing, we have some wonderful partners, the Oregon Trucking Association. And between us all and the fine staff that have installed this exhibit, we have no fears. For that very reason, we're using 100 of our finest artifacts in this exhibit. Everything in the exhibition will be an original piece.
