But now those sewer funds are being used for sewer construction, and it'll cost Eugene extra money to pay those early bills. Gleason is also salting federal money away into the capital budget in order to wean Eugene from the unpredictable federal fix. But the real problem remains property taxes, as long as Eugene has to rely on that popular tax. And as long as people have very little incentive to pay those taxes on time, Eugene's budget will be tough to balance. The problem with property taxes is not over here at Eugene City Hall. Better than 90 percent of Eugene's residents pay their property taxes. The problem is over here in the Lane County Courthouse. The residents of the rest of Lane County pay somewhat less than 80 percent of their property taxes, that translates to a one to two million dollar loss next year for city of Eugene.
