At night, you may have trouble getting one at all. As a result, the hotels are really their own world. On the boat harbor in Cabo San Lucas is the unique Hacienda. It cuddles the rock cliffs and sits on an almost deserted beach. Two meals a are covered with a charge of $51, but the service here is indifferent. Chiseled into the rock cliffs at the other end of the same beach is Finisterra, meaning land's end. $125 a night here includes two meals, but you're really paying for an architectural masterpiece. The administration again asked that those cuts be delayed until after the tax base election in May, and the board agreed no cuts will now be made until the budget committee completes work on a full scale disaster plan to take effect if the tax space is defeated. The disaster plan could do away with 400 county jobs. During this morning's public hearing on those cuts, many people told the commissioners it's time to cut the county's top-level salaries instead of services. Here's what that would mean locally. Energy prices would increase by one half in a rough estimate from Lane Electric Co-op, but could be a few percent lower if the cooperative gets a low density discount from the BPA. A 50% to 60% estimated hike for the Blatchley Lane cooperative. There's talk of implementing such an increase in two different steps, half at the beginning of July, the remainder at the start of October. Another estimate, 36% from the Springfield Utility Board. And while those first three figures are estimates, the Eugene Water and Electric Board has a hard and fast number, 31%, probably by October 1. Sub, Blatchley Lane, and Lane Electric all are participants in the Washington Public Power Supply System's nuclear projects. EWEB is not. Bonneville says 75% of its latest rate request is to cover the costs it's incurred underwriting the whoops plants 1 through 3. Currently, E-Web charges $0.02 per kilowatt hour of electricity. Nuevo Sol is a cluster of clean prefab buildings with neat thatched roofs that is amazingly comfortable. Two to four people may stay here for $20 a night apiece. Meals are only $4 at a self-service buffet. It's the best buy we found. The best all-around we found is Palmilla. It's oldest hotel in the Cabo San Lucas area and its grace is of yesteryear. This approaches lush vegetation with a real Mexican touch to the architecture. The appointments are charming, including manicured tile in both bedroom and bath. Croquet is their game right at seaside. The food here is considered the best in the entire area and all this can be had for $85 a night, including all three meals. You can't beat this. The best we can say for the Hotel Cabo Baja is it has a lovely and unique layout of pools over rocky cliffs. No beach, at over $100 a night with no meals included, it's not worth it. A masterpiece in elegance is the Twin Dolphins. This is closer to San Jose del Cabo. The rich gather here and they pay accordingly. It's overpriced, the food is poor, and it's a bit pretentious. Another thing that holds true here is a distinct lack of shopping and nightlife. We could discuss nightlife and dining, but there isn't much. You may be tempted to call it a night at sunset, but I recommend you try Estella's. It's an open-air bar and grill near the water. It's frequented by the locals, and the hamburgers are the best. Outside of a hotel, Las Palmas is your best bet for good food. It's mainly seafood, nicely prepared. Dinner runs about $15. The service is a little cool. In San Jose del Cabo, hit La Torcha. It's about $6 for dinner, the food is very good, and the service most attentive. Avoid Balandras. It's way out of line in price. If you haven't settled for just the sunset... Normally in Cabo San Lucas, the most that ever swings is a hammock. This is Ruffas, but it's not exactly for everybody. The name Ruffa's is appropriate.
