Railroad workers have their own separate unemployment and retirement fund. But as more railroad workers have been laid off, that unemployment fund has been squeezed dry. The cupboard got so bare that the Federal Railroad Retirement Board had to borrow $2 million from the retirement fund just to keep its unemployment fund going. Time is now running out for many unemployed railroad workers. Their 26 weeks of benefits expires this month. The federal government has extended an additional 13 weeks of unemployment checks to most workers in states with high unemployment. Workers in other states just got a six-week extension. But neither of those programs apply to railroad workers. And some observers doubt the political climate is right for more general fund money to be diverted for just one class of worker. Congressman Jim Weaver and Ron Wyden have expressed interest in legislation that would give some extension to railroad employees, but the prospect of passage seems unlikely and a lot of railroad workers will be out of a job and out of benefits. It's a very difficult question, and as you know, we have at least a thousand more than we have beds right now in Oregon. Two of our higher education presidents, college presidents. Have quit and discussed over the conditions, we must do something. And the Washington, at the same time, the court agreed to hear an expedited appeal of the Judge Coleman decision, which in effect, as you know, went exactly opposite to Judge Woodridge. On October 15, Judge Coleman in the Chemical Bank case held that all Washington participants had legal authority to sign the agreement. Shortly thereafter, Judge Woodrich in Lane County went precisely the other way.
