And in my judgment, what we need is democratic party unity. And I'm not going to involve myself in any controversial debates because I want to say forensic wrestling matches don't produce party unity.\" I'm very optimistic. I've been all over the state. I received a wonderful reception. There's been a great shift of opinion since 1968. Many, many people that voted against me urged me to run, stop me and tell me I'm going to vote for you. I think that it shows what's going on at the grassroots of this country. Well, I'm delighted. I appreciated it very much. I had a very fine conference with the Board of Editors, an hour and a half. They asked me many questions, and I gave them, as always, my frank and honest answers. I thought it was very symbolic. The Eugene Registered Guard endorsed me. I think it also is symbolic of what I think is going on at the grassroots, not only of Oregon, but of the country. And great many changes of attitudes. And you find it in the press. I've had more press support this time than I've have for a good many years. And I appreciate that too. I think, for example, the A. Robert Smith column that was published in the Registered Guard was a symbolic too, because he hasn't been one of my most enthusiastic supporters for the past many years, but I thought that he handled the age issue beautifully. Handled it better than the candidate himself can handle it, although I've met the age issues head on. Question is whether or not you've got someone who's vital and vigorous and has intellectual keenness and on the basis of his record you know can go back there and fight for you and that's what's needed. This next six years will be the most six critical years in the next 25 and what we do in the Congress the next six year will determine the direction of this country for many many years to come. As I start the general election campaign today, I shall seek votes of Democrats, Republicans, and independents. I think that the majority of voters of all parties will come to recognize that the legislation and reforms that I will fight for are very much more to be desired than the unsatisfactory performance of Packwood. Because he knows my opposition to his policies. And he knows that I know that from the first time he ever ran for office against Jerry Borges and Helen Gahagan Dulles, and then got caught with his illegal wiretaps in his campaign against Pat Brown for governor of California, that the man has always been lacking in integrity. And let me tell you that if a politician doesn't have integrity, he's not going to serve you in your interest. Let me make very clear the fact that he's not running my campaign for me. I'll run my own campaign. And of course I don't intend to debate with anyone that was as unethical as he was in 1968 when he took excerpts out of the discussion we had, which was not a debate. Wasn't even scheduled as a debate by the city club. But to present in two minutes at a time our position on issues. He took excerpt out of it. Used it as a campaign film across the country without even having the decency to clear with me to check the inaccuracies of what he did use. So I want to say that Packwood will run his own campaign, but he's not going to run Wayne Morse's campaign. And I do not intend to stoop to enter into bilateral discussions with a man with his record. I'll talk about his record, and he and answer it in his own platforms as he sees fit. In my judgment, he personifies expediency in politics. And we have no place in the Senate of the United States representing Oregon for an expedient politician. Next question. I think that the Paris peace talks now have to be greatly broad broadened. I happen to think that the President of the United States ought to be before that Security Council asking the Security Council to take jurisdiction. I recommended that in the first legal memorandum that I submitted to him more than four years ago. We've got to come to it because we're not going to be allowed to be the determiner in this world as to what settlements are going to to our liking. In the troubled spots of the world and particularly in Asia. It is not given to many men as it has been given to me to serve the people of the state for 24 years in the Senate. I shall always cherish my long associations with my many friends and supporters in Oregon. And I am especially grateful for the help they gave me in the recent campaign on the recount. The unfinished business of ending the war in Vietnam and turning American foreign policy into paths more closely tied to our vital interests remains the greatest issue. Before the American people. It will take the best efforts of all of our political leaders and of our people to help build a peaceful world dominated by the rule of law among men. I shall always be proud to be judged by history for whatever contributions I've been able to make to that end. My analysis of the political situation in the fourth district satisfies me that a majority of the Duncan forces in the district who split the Democratic Party in the 1968 general election by voting against me as the incumbent United States Senator would continue to vote against me at this time. By far the most powerful way to stop the Nixon administration from spreading further the war into Cambodia, Laos, Burma, and ultimately China, is to elect candidates at all levels of government, federal and state, who are opposed to Nixon's war policies in Asia. Art Perle is such a candidate for Oregon's governorship. He has been consistently visibly actively and effectively campaigning for peace. Of course, I'm glad we're getting some combat troops out. But I want to know how many military personnel are going to be left, even in South Vietnam, to support one of the most corrupt, shocking, crooked police states in the history of Asia. And it is a shocking block on our history that american youth have been slaughtered in vietnam now for these many years to support such crooked and corrupt men as a gm and a con and a key and a two and now a km again they aren't getting out of vietnam as far as giving naval and air force and support force support to those corruptionists. That's part of the very essence of the Nixon Doctrine. And what about Thailand? And what Indonesia and Cambodia and Laos? And keep your eyes on Burma. Who's paying any attention to Burma? In a clandestine manner, we're over our heads in Burma now. The usual beginning of CIA and spy activities supporting a police state behind the scenes in Burm. And that's the doorstep of China. Well I want to say you're going to have an opportunity if you as young voters carry out your responsibilities of citizen statesmanship and remember that after all it's the people that are the government of this republic and not the people that sit in the Congress and the White House of the United States. We've got to reestablish a basic abstract principle of government that will determine whether or not we remain free or recover a lot of the freedom that we've lost namely that the people. I say good-naturedly, if I'd ever pay any attention to the polls, I'd never have been elected to the Senate. Because the four times I won, the majority of them were against me, and the time I lost the majority were for me. The only poll that counts is the poll on election day, and I'm ready for that tomorrow. He appointed the plumbers. Don't forget it was Nixon that proposed that they should commit burglary and wiretapping. That's what he appointed them for, because the FBI and the CIA and the other intelligence agencies wouldn't do that job for him. This man has been guilty of one obstruction of justice after another. I want to make two major points very quickly. I don't think there's been enough discussion yet as to the benefit of your tax bill for the children of our state. The educational benefits of this bill must not be overlooked. Don't forget what's been happening in Oregon. In town after town for the past several years, school bonds have been turned down. Why? Because our present tax structure over taxes real property, over taxes the homeowner. And they've turned down the bonds. And who suffered? The school children. Take Portland last year, for example. Four votes on the school bond didn't pass it. And what did they have to do? They had to shorten their school year. Who suffered? The children suffered. We have been penalizing the children of our state by not giving them the educational support that they need that this bill will now give to them. The second main point I want to stress is that It does something about equalizing the tax burden. All you have to do is look at who's opposing this bill. And it's the wealthy. It is those corporations and businesses that are already escaping taxes that they ought to be paying. And this starts, at least, equalizing, to a greater extent, the tax burdens in the state. I've been deluged for 60 days, people urging me to run, including, may I say, a good many Republicans. And what do they say? We want you back there to do what you were doing, to take advantage of the experience. And I said, well, those that want some excuse for not voting for me are going to talk about age. And the response is, we have an investment in your age. The state has an investment of your age.\" And we're asking you to go back because of your age, because that carries with it the knowledge and the know-how and the experience that you can pick up where you left off. Because of the closeness of the vote which was a little less than one half percent of the total vote. The recount figure shows a difference of only 3,263 votes out of a total of 814,027 votes. I clearly owed it to my thousands of loyal supporters and friends to request the recount. I understand that this is the first statewide recount in Oregon's history at least of such magnitude. The many thousands of challenged ballots have brought to light a wide diversity of election procedures among the counties with no central uniform compilation of election rules regulations and procedures binding upon the officials of each county enforced by the Secretary of State. The fact of the matter is that over the years each county has been allowed primarily through its county clerk to develop individualistic election procedure. Characterized in no small manner by the arbitrary discretion of the county clerk and his election assistants. Contrary to the assumption that most of us have held over the years, that Oregon election laws and procedures are a legislative model for assuring protection of the essential rights of individual voters and candidates as well. This statewide recount shows the need for substantial revision of our election laws. Existing arbitrary discretionary practices of county clerks should be denied them by election laws uniform in their application in all counties under the direction and authority of the Secretary of State. Neglective duty as prescribed by the election laws or carelessness or plain inefficiency in carrying out their legal responsibilities on the part of election officials as found in too many instances. The Viet Cong and the North Vietnamese and the United States and the South Vietnam But representatives of the non-combatant nations of the world acting through The United Nations as the first preferable start Because don't forget if you worked out an agreement with the Viet Con and the north Vietnamese That doesn't mean that's going to be acceptable to the rest of Asia Asia is going to have a voice in any final settlement by any Western power in any part of Asia. We're the only country that hasn't learned that yet. The British learned it, the French learned it. The Dutch and the Belgians learned it we've got to learn it. I don't want to kill American boys in additional numbers learning that lesson. We ought to have learned it by now.
