That's why, right in the Constitution, the Secretary is required to live in Marion County. Nowadays, with modern travel, that requirement is under question, especially given the unique situation with our present Secretary of state, Barbara Roberts. Her husband, State Senator Frank Roberts, is required by law to live in the Portland Senate District that he represents, while the Constitution requires that Barbara Roberts live 50 miles away in Marion County. Some have jokingly referred to Measure 1 as the Roberts Reconciliation Measure. If approved, Measure 1 would change the Constitution so that the Secretary of State no longer must live in Marion county. There is no organized opposition to Measure One. Measure two revises the legislative redistricting process that takes place every 10 years following the release of the new US census. The Oregon legislature is required by the Constitution to redraw legislative districts to accommodate changes in population patterns. If approved, measure two would give the Oregon Supreme Court more time to review legal challenges to the redistricting plan. And it also reduces the amount of time that candidates for the legislature must live in the district to run for office. That provision would give legislators more time to move if redistricting places them in a new legislative district. Measure two has been called a housekeeping measure. It has no organized opposition. Measure three would expand the number of legal forms of gambling by nonprofit organizations. But in fact, to a large degree, it would merely legalize what is already taking place. The Oregon Constitution bans all forms of gambling other than bingo and the state-run lottery. If approved, Measure 3 would permit charitable, fraternal, and religious organizations to hold raffles, as well as bingo and lotto games. It would also give the legislature the authority to prescribe the frequency of games, set top limits on prizes, and require a statement of odds against winning. There is no organized opposition to Measure 3. Measure 4 would replace Oregon's singular public utility commissioner with a three-member Public Utility Commission. Oregon is unique in the country in that its utilities are controlled and monitored by one person appointed by the Governor. If Measure 4 is approved, it would expand the PUC to a three-member board, all appointed by the governor. Supporters of the measure say it would open up the utility rate setting process in that under Oregon's open meetings law, PUC meetings would be open to the public. Part of the push for a three person PUC involves the stormy relationship between the current commissioner, Gene Modlin. His predecessor, John Lobdell, and the legislature. Democratic lawmakers and consumer groups have complained that recent commissioners have been giving the utilities whatever they want. Governor Vicatilla, while not actively involved in the campaign, opposes the measure, saying it's unnecessary and will increase the size and cost of the state's bureaucracy. Guys telling me, saying, you know, the steel head are coming. I've been thinking about buying a new kind of reel, but I don't know what kind to buy. Well, from looking at what's all on the walls here, I can understand why guys get confused on what to buy? There's a couple of three things that determine what you're going to buy, first of all, the kind of fishing you're gonna do. Secondly, how much money you got. And then they've got lots of new reels out and I got one right here in my hand that cost $150. Got everything on it from anti-reverse to anti-lockout to anti let your line know that you're out of line. A reel like that I don't think is really necessary to fish with. Of course there's some of them going to sell. The tackle manufacturers tell me that the reels that sell the most is either the extreme top end of the line or the extreme bottom end of line the guy that buys the bottom end of the line is going to fish two or three times a year. But when he buys a reel, he don't want to have a big investment laying around. He don't use a lot. The guy that buys the extreme top of the line of reels is a guy that says, I'm an avid fisherman and I want the best. Well, the fanciest maybe is not always the best, but this is the kind of advice that I always give to somebody that's looking for a new steelhead reel in the fall. I say, buy a couple of reals, okay? Don't spend a whole bunch of money all in one place for one kind of reel. The very first thing I'll tell you is take... One level wine reel and one spinning reel. When I'm in the boat or when I'm fishing by myself, I always use three rods and reels. I use two level wines and one spin and reel. There are some places that you can fish a spinning reel that you just can't fish a level wine. There's some places where you can't get a back cast or you might want to fish with something just so light that you can throw it on a level one reel. So let your pocketbook kind of be your guide. When you go out look through these reels, find something that kind of suits you. Something that you can operate, it's not so complex, you can operate. Get yourself a good spinning reel, and a good level whine reel. And the only thing I'd recommend on a level whining reel is get one that has anti-reverse. That is, it'll let you turn the handle forward, or let you to turn the handles backwards, either one. If you got a reel that'll do that, and you got pretty sensitive thumb and you've hooked a couple of big fish, you can play a fish to the boat without breaking them off. So, I can't tell you what kind of reel to buy, but I can give you a couple points. If you hook one big one out there, you got the right kind of real, It'll help you keep your tip up.
