But funding problems cropped up almost immediately. Inflation and inaccurate cost estimates gradually boosted the price tag from $18 and a half to more than $22 million dollars. For a time, the center's future seemed uncertain. But then the project got two lucky breaks. For starters, a favorable financial market in 1978 allowed the city to sell all of the Performing Arts Center bonds in one shot, then reinvest the money to earn a significant amount of interest. That coupled with some aggressive fundraising by the new Eugene Arts Foundation provided enough money to cover the project and some add-ons, with a total price tag of $26 million. Eighty-five percent of the contracts for labor and materials went to Lane County companies. Some citizens objected when the city council changed the name from the Eugene Performing Arts Center to the Holt Center to honor a major donor. Others believed the facility was a waste of funds that would push the city deeply into the red. Still others had supported the center's construction but were upset to learn that the city would need to provide an annual subsidy to cover operating costs. But as the curtain went up on opening night, one thing was certain. The Holt Center was a permanent part of Eugene's cultural landscape. The question was, what would the future bring? With editor Rob Woodward, Tracy Berry, Eyewitness News. On the noisy floor of the Tillamook Cheese Factory, a Jewish rabbi follows ancient religious law with the help of modern machines. Rabbi Aharon Simkin flies up from Southern California every couple of months to supervise production for Kafka Kosher, a major kosher certification firm. He oversees the manufacture of more than 100,000 pounds of kosher cheddar and moderate jack cheese. The cheese isn't all that different from the standard Tillamook product, but in place of the animal enzyme that's used to begin coagulation of the curds, kosher law requires the use of a vegetarian rennet to ensure that all ingredients meet orthodox standards.","format":"text/plain"},"target":"https://uoregon.aviaryplatform.com/collections/1635/collection_resources/71322/file/157274#t=228.72,347.29"},{"id":"https://uoregon.aviaryplatform.com/collections/1635/collection_resources/71322/file/157274/transcript/89761/annotation/13","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"\u003cstrong\u003eSpeaker 11:\u003c/strong\u003e But the most important parts of making a kosher cheese has to be made or cooked by a Jewish person. The legislature has referred two measures to the voters aimed at correcting the imbalance. Ballot Measure 1 would allow the sale of up to $250 million in general obligation bonds for acquisition, development and maintenance of park properties. The bonds would be sold in increments of a few million dollars at a time. The amendment doesn't provide funds for repayment, but in general, an agency that sells $10 million worth of bonds must budget $1 million each of the next 20 years to cover repayment costs. Ballot Measure 2 would put the Parks Department back into the state gas tax formula. In the early 1980s, voters cut parks out of the equation to dedicate the gas tax exclusively to highway construction and maintenance. This measure would provide the parks with up to two cents of gas tax for every gallon sold. Each penny of gas tax raises an estimated $15 million per year. Parks leaders say the measures represent their best chance to maintain existing properties and expand for the future. Two Oregon lawmakers have campaigned against Measure 1. They say now is not the time to increase the state's bonded indebtedness. Measure 2's opposition comes almost exclusively from a lobbying group primarily funded by highway contractors and construction firms who want the gas tax to remain dedicated solely to road improvements. After the 1991 election, Jolin sent them a letter claiming she had $10,000 in debts when her campaign actually had a $28,000 surplus. As a result, she was charged with theft and using undue influence to raise funds. The letter said she needed $5,000 to repair a truck. And another $5,000 to repay campaign debts. On the stand, Jolin said she didn't owe any money, but she wanted to buy a computer and subsidize her living expenses in Salem. During cross-examination, prosecutor Byron Chatfield said Jolin's story keeps changing. At various times, she said the $5 thousand was to repay debts left over from the campaign, for future campaigns, or for upcoming mailings. In earlier testimony, State Senator Grattan Karan says Jolin called him after news about her letter got out. Karan said he told her it was not a very bright thing to have done.
