To counteract that familiarity, Republican opponent and U of O law professor Dave Fronemeyer is spending seven times more than Haas on advertising. Recent polls show the race a dead heat. Fronemeyer leads slightly among those likely to vote, but among all voters, the race is virtually tied. In both cases, large numbers of undecided. Haas is viewed as a hard-hitting law and order man. In Multnomah County, he's reduced plea bargaining cases, cracked down on career criminals. He claims he's the experienced candidate, points to his years as a prosecutor and administrator. He views his opponent as straight from the ivory tower. Frohnmeyer, on the other hand, charges Haas with poor leadership and office morale problems. That charge is bolstered by a recent Frohnmire endorsement by former members of Haas' staff. A three-term state legislator from Eugene, Fronmire is also supported by the Oregon Council of Police Associations and the Oregon Association of the Chiefs of Police. He's a nationally known constitutional law expert, says that knowledge is crucial to the AG's job. Both candidates view the race as one between a professional and a politician. However, each one calls himself the professional. The Libertarians have also fielded a candidate. Terry McCauley is polling about 5% of the vote. On a $60,000 house in Washington County, $1.80. The money creates a PUD board, and it buys an engineer's report. The study would try to answer these questions. Where would a Pud get power? What would it cost to buy out the company? What is the feasibility of building power plants? And would PUD power cost less than private power? The principal supplier of public power in the Northwest, Bonneville, has frozen supplies of juice to new public agencies. Investigating this source would presumably be the major item of work for PUD boards and engineers. A separate election would have to be scheduled for setting up PUDs and paying for them with revenue bonds. The opposition claims the study is not worth the tax levy. One woman said her mother was discharged from a home despite the fact that her doctor said the move could kill her. A spokeswoman for the Portland Gray Panthers told stories of retaliatory transfers, forced moves after patients complained about the quality of their care. Many nursing home administrators spoke out against the regulations, labeling them costly, unworkable, and an infringement on the discretion of the health care professionals who run the homes. New rules would require 30 days transfer notification. Patients who don't want to move could request a formal hearing from the Health Division. If the division rules the patient can be transferred, it can require the facility to smooth the way by placing the patient in a nearby house and by allowing the patient two prior visits to his new home. A controversial change allows for a patient's readmission if the division finds that he or she has been unjustly transferred. One woman testifying today said that most homes try to ease transfers as much as possible, but she said the rules are needed for the few homes who lack compassion.
