It means people don't understand the role that county government has, the services and facilities it's responsible for, are mandated to provide, or it means there's a lack of confidence. Homes in the areas are completely surrounded by mud. For a time, the river pushed above its old bank and created a new one surrounding homes. Well up into the Toutle River Valley, damage from the blast and flows was beyond description. President Carter said that someone had described the terrain as a moonscape, but in his view, the moon looks like a golf course compared to what's up there. A horrible-looking sight, he said. From our position just above the treetops, huge boulders could be seen on the ground. They'd been hurled from the cone miles away. Downed timber, layered with ash, covered the valley, and Carter said it may be possible to recover some for useful purposes.
