That figures out at 15 cents a pint and 30 cents for a fifth. It is also my determination that these other steps shall be taken to overcome this crisis, drawing upon the investigations of my office through Management Seventies and the office of the Attorney General Lee Johnson. I recommend the immediate implementation of a plan to use a computer system to locate absconding fathers and to enforce collection of support obligations. And I assure you that, though, we will use a computer. The computer will not transgress on the private lives of a free citizenry. The computer and its data sources will be used only for one thing and one thing only, and that's to get the address of the runaway father. Because these absconding dads, as they are called, probably represent millions of dollars in unrecovered money that is needed in the welfare program. Only a limited number of people will be involved in this process. I further recommend that the staff in the fraud division of the welfare department and the welfare recovery division of The Department of Justice be increased to implement the pursuit and the recovery of the funds from these absconding fathers. I have a statement I'd like to read now. I believe firmly in the primary importance of local government. As the population grows and our urban and rural needs become more complicated, local government must maintain the flexibility and imagination and initiative to identify the emerging problems and seek new solutions. Local government has a particular responsibility to be readily accessible to all citizens and sensitive and responsive to the will of the people. I would hope as commissioner to work toward bringing people in all parts of the county in closer contact with their county government. Certainly as a city councilman, this was one of the things that I tried hardest to do. We must give increased consideration to land use if we are to avoid urban sprawl, preserve our best agricultural land, maintain the value of our homes and farms, add to our recreational facilities, and make the most intelligent use of our resources. If my memory serves me right, that measure allowed for veto in those lands which were contiguous to the city and which would require annexation to the City in order for them to be developed. And yes, indeed, I do favor veto of that. But I think more important than that, as far as the zoning is concerned in the county, that my concern is that we plan, that we have a plan for land use and that we this plan properly and that I think that if there were really conflict between the city and the county in this area that it had more to do with with this issue of having a plan and following the plan than individual use of particular pieces of property. So the big efforts in the first year following August of 66 is voter registration. Since that time, they're one of the, there's still efforts towards voter's registration, but that certainly isn't the thing that all their efforts are directed to. Now, a lot of it is economic. There are economic boycotts by black citizens against the white businesses in many, many small towns in Mississippi. And they'll boycott the white business because the... In the first place because whites refuse to hire blacks in other than as janitors or stockboys They won't refuse to higher them as cashiers or clerks Even though they may get 70 or 80 percent of their money from the black people's trade They'll refuse to harm and they'll refuse the column with courtesy titles of mr. And mrs. They'll call white people mr. And ms.
