It's pushing to prospective suitors. And there's almost twice that amount of privately owned land up for sale. The port proximity to ocean shipping lanes makes it a natural for international trade. This is one of the deepest channels in Oregon, and the port serves over 300 shipping vessels a year. The bay is the world's largest exporter of forest products. Wood chips, lumber, and raw logs make up the bulk of that. 1979 was the last banner export year for the port, but as the economy worsened, exports continued to drop in number. And by 1980, exports dipped by almost 2 million tons. Last year, things started inching up again. Meanwhile, imports of petroleum and chemicals, Cuspe's main incoming commodities, have steadily decreased in the last four years. This was my little kid. Yes. And of course there were people who influenced me as I was growing up, people like Art Tatum who I thought was really God as far as piano was concerned. And then there was Nat Cole who I tried to imitate, because Nat Cole did what I always wanted to do, and that was to play and, I mean sing and play the piano, accompany myself. So he was superb and Nat Cole was a tremendous pianist and that's the kind of thing I wanted to. And didn't have us. All kinds of people had influence on my life because it depended on the music, or the type of music. In other words, when I was a kid if it was blues, then there were people I listened to like Tampere and Big Boy Crudder and a guy like Muddy Waters, people like that. And yet on the other hand as time went on there were the people in the country field that I listen to. Like Gene Austin, or people like Grandpa Jones, Roy Acup, and Eddie Arnold, and when I got old enough, I was around 11, 12 years old, I started listening to jazz and there were people like Charlie Parker and Jay McShane and Dizzy Galeck. So I say this because all these, that's right. The city of Springfield agrees that sewer rates are not a proper subject for a popular vote, but they doubt their authority to prevent such an election from happening. Ratepayers argue the question is appropriate for a democratic decision, and they say the courts can't stop such an elections. Lane County's legal counsel Bill Van Vactor also appeared today and asked the court to remember. The Springfield rate case is tied to the construction of the new Metro sewer plant. Any decision will affect those contracts. The people that run that government would like to think it's only a temporary trend. But as with the area's timber industry, there's little chance that the fat and sassy days of the late 1970s will be here again in the foreseeable future. The recent bloodletting at the county courthouse is also a permanent transformation of sorts. But there's reason for concern that the county won't make it through the school of hard knocks without some lasting internal injuries. For one thing, some of the most talented and experienced employees, or either jumping ship. We're being forced to walk the plank. Assessor Bill Bain says in one week last year, he laid off 300 years worth of experience. And during the past two years, more than one half dozen department heads have left for greener pastures. Management admits there's stress between a more active board of commissioners and a depleted county staff that's having increasing trouble keeping up with the workload. Many say morale is low. The four day work week has been a financial hardship for employees. And if the tax levy fails on June 28th, The pressure on the county's human infrastructure will become even greater. Some county leaders are doubting their own ability to convince the voters the county is in trouble these days. Put more simply, some members of the board feel the public just doesn't believe them. Why such a credibility gap? Some point to the behavior of former board members like Bob Wood, who was convicted of official misconduct and perjury. Still, others say the county squandered money when the till was full, and others Blame it on highly publicized bickering among county officials in years gone by. Whatever the reasons, rebuilding Lane County government will mean healing some wounds on the inside and mending some fences on the outside. A year earlier, the forest service had formally requested a criminal investigation by the Antitrust Division. And then again, in December of 1982, the Forest Service requested a fraud investigation, looking into potential criminal violations by officers of both companies. In April of 1982 the Justice Department wrote back, declining to follow up. Deputy Attorney General Helmut Firth tells us the evidence was too old to support successful criminal prosecutions. However, he does say, the Justice Department is now evaluating a new request by the Forest Service. To look into continuing violations in recent years, and that, he says, could lead to a new investigation. Because of an elaborate bumping process, only eight or nine people will be laid off. But seven of those will be library personnel. The cuts come at a time when library service demands are at an all-time high. The new budget is already lower than last year, and even then, the funding didn't keep up with inflation. The facility already serves twice the population for which it was designed, and the expansion that was planned four or five years ago has turned out to be little more than a popular design study for university architecture students.
