Some of the money derived from that seizure was eventually set aside as an emergency fund for the victims of the poisonings. Ironically, Frohnmaier now finds himself in a legal bind between two groups of the poisoning victims. The majority of the victims are like Susie Polsfuss of Cottage Grove. Polsffuss expected her emergency payment of $250 last week and wants to know why the state hasn't released it. But the reason the payments are being held up concerns the second victim's group. That minority thinks the emergency fund should pay them more than $250 for their suffering. And it has brought suit against the state.
