We can all be proud of the result. Out of 814,000 ballots cast on November 5th in the race for the United States Senate, there was a variance of only 152 ballots between the original tally and this official recount. It's a remarkably small difference, less than one-fiftieth of one percent. It means that Oregonians have been justified in the confidence they have placed in their local election officials and in Oregon's election system. I believe, for example, that we should provide for an automatic recount when the margin between candidates is within one quarter of one percent of the total vote. We should provide for a limitation on expenditures, not only a limitation on the expenditures of the candidate himself, but also the same limitation by any other individual or organization. And this should be 25% of the annual salary of the office being sought in each election. And I believe we should provide for standardization of some basic candidate information for the benefit of the voters of Oregon that is provided in the voters pamphlet. These should include, for example, standardization of information listed as to age, occupation, past government service, education, and a picture that is no more than three years old. Lastly, I will be asking for an interim committee to make a comprehensive review of our election laws. This has not been done for some 14 years, and paying particular attention to the Corrupt Practices Act. And submitting further recommendations to the 1971 legislature. In addition to these, I will be supporting nearly all of the recommendations of the Special Election Law Revision Committee that I appointed more than a year ago, and I will be offering, and this differs somewhat from their recommendation, a modified proposal relating to the selection of delegates to national conventions. As soon as the Elections Committee are appointed in the State House and State Senate, I intend to work very closely with them during the session. And a trail along the Oregon coast. We think that people in our modern civilization have to have a way and have to the ability to get out into the woods. Our fathers did, and to be able to have these trails preserved for our grandchildren. I believe that the State of Oregon should spend a great portion of its budget on safe support of schools. I think we've been deficient in this area. I think it has placed an undue burden on the property tax owner. I would favor a formula which redistributes school monies in a fairer way, and I would favor more money being put into the formula, primarily by an income tax at the state level. I think the members of the legislature have to... We're willing to pass the bill, and I personally would favor passing a bill ourselves and standing up and voting on it. Then if the people wish to refer it, of course they may. We will allow for development, but do it in a manner that is compatible. With the long-range objectives of both the beaches and of the greenway. And then with statewide land use planning and zoning, a decision must be made for the proper agency to administer this particular program. And it may well be that the legislature will want to consider putting it in the Environmental Quality Control Commission, this being the commission I've suggested to supplant the state sanitary authority. Also we found during the two years nearly, of the Greenway program on the Willamette, that that program is hampered by the lack of condemnation power in the use of state funds under the Greenways Act. And I would urge the legislature to make it possible for those who want to obtain the Green Way lands along the Willambic River to have the power of condemnations given to them. Just briefly, I do feel the joint concerted action is mandatory if our proposals... It will be the product of the most intensive planning effort in our history, an effort which has been stepped up in recent years by the Central Lane Planning Council which includes Eugene and many other governmental units in this area. One of the first products of this intensified area-wide effort will be a comprehensive plan for a metropolitan street and highway network projected forward to the 1980s, the finishing touches of which are now being placed on this Eugene-Springfield area transportation study. A study of mass transportation is now in progress, one that will also determine the probable extent of public support needed to make a mass transit program work. A study of area-wide airport needs is in the office. And in the field of health, a metropolitan study is delving into the sewage and water needs to determine how they may best be met through intergovernmental cooperation. Only last month, application was made for a grant to survey the health services and facilities and to develop a county-wide health plan. This year, we'll also see the completion of the long-awaited comprehensive. Land use plan or general plan, as it is sometimes called, and this will be fundamental to establish future patterns of land development, particularly as they... Within the city, particularly as they relate to the surrounding area. And closely identified with this effort is a land use plan for cultural and recreational purposes. Even the structure of government itself is being scrutinized. Through a metropolitan study commission, we shall seek possible changes in that structure, and then the distribution of governmental functions, and to make local government work better. To implement many of the plans I've mentioned, it will be necessary to develop a comprehensive long-term capital improvement plan for Eugene, and including the methods of paying for it. For new streets, parks, and recreation facilities, public buildings, and other physical needs. But it becomes obvious that implementation of these plans will require additional resources. The ultimate solution to the city's financial needs, strangely, will not be found in Eugene but in Salem, for 1969 is a legislative year with a rapid transition toward urbanization in Oregon. And so, their feelings about themselves, uh, when they're negative they have to do something about that and very often they do two things. They want to get love substitutes for where they have been neglected and deprived. And the second thing they want to do is get revenge on the people that have not treated them in harmony with their real identity. And so they are rebellious and cantankerous and mad and angry. They want to block the efforts of authority figures, all those sorts of things. They don't want to the public thing. We feel we can get that because our polls have shown Oregon high school students favoring the 18 year old vote by more than a two to one margin. The reasons for the eighteen year old votes are excellent. I think that eighteen year olds and nineteen year olds, twenty year olds are qualified by education. I think they're qualified by experience. I think that qualified by the fact that they are now mature.
