After a five-month investigation, federal authorities arrested 38-year-old Robert Buecher at a Portland mental institution. Agents say Buker was the anonymous caller who had implicated William Meyers in the attempted bombing. According to an affidavit, Bukers fingerprints were found on a letter and a book found in Meyers' car along with the alleged detonating device for the bomb. Also according to court records, Bucer says he's a minister and was counseling Meyers wife Donna for the past several months. She says they had a quote, very personal relationship. Buker may be a multiple personality and he denies any wrongdoing in the case. Federal Judge Michael Hogan ordered that Buker be held without bond, and he also ordered a competency test for the defendant. Bukker faces a preliminary hearing next week here in Eugene. Winchester Water Control District has made some repairs, but it's now apparent there will be no major reconstruction by this fall.
