I am pleased and proud to give you a report on the status of Oregon projects in the Omnibus Rivers and Harbors Bill. I do this because I understand that while I stay here in Washington and fighting for Oregon interests, my Republican detractors in Oregon are giving you a great deal of misinformation about the status of these Oregon projects. Now, let me point out to you what has happened in connection with the Omnibus Rivers and Harbors Bill. Let's take the 40 foot channel for the Columbia River. We have passed the authorization bill for that project. And let me point out to some of the Republican members of the Portland Port Authority that they were very doubtful as to whether or not we could win that victory. That's a great victory. May I say to the people of Oregon, because you have to have an authorization bill passed first. That authorization bill has been passed that approves the starting of that great project. It hasn't even been signed by the president of the United States yet, but I assure you that it will be signed. Now, very seldom do you ever get an appropriation the same year that you get the authorization bill. Well, we took a chance, Senator Neuberger and I proposed in the Senate a $100,000 appropriation for the 40 foot channel. We knew it was a gambling trap. We won in the Senate, but there was not any appropriation in the House bill. Has there been any money for the 40 foot channel in the House bill? Then we couldn't possibly have lost in conference because anything that is identical to the two bills is not subject to conflict. Now, it's not just brains fault, but we didn't have any appropriation in the House bill because what happened in the House is that an overwhelming majority of reactionary Republicans ganged up with a group of reactionary Democrats to knock out of the conference report, one new start after another, not only for Oregon but for many other states. Idaho, for example, lost the great Burns Creek Project, so vital to Idaho. But come January, give us more progressive Democrats in the Congress of the United States. And we'll see to it that that's part of the Kennedy program moves forward. Yeah. Was Blaine Weber Yeah but Bob Duncan to replace the reactionary Republicans that have representatives in the House of Representatives from Oregon and we can get these appropriations. That's my answer to the Republican misinformation that is being spread through Oregon as I sit back here working for the state of Oregon until adjournment. And I'm going to stay here until we adjourn, because that's the duty and the trust you elected me to provide. We still have the supplemental appropriation bill. We still have a debate on the conference report itself. There are other Oregon projects that I still have to fight for and make the record, but at least to strengthen our position come January in regard to those projects. But I want to take a look at the great authorization victory that we have won this year. We not only have won an authorization victory on the 40 foot channel on the Columbia River, but we have obtained authorization for the Rock River Comprehensive Project. And many down in the Rock River area didn't think we won that project, particularly in view of the fact that the Republican congressman from that district voted against the Mason Dam proposal over in eastern Oregon. But in spite of that handicap, we were able to persuade the Congress to adopt the authorization bill for the Rock River Comprehensive Project. We won the authorization bills for the Willamette Valley that this is going to mean in the next few years, millions and millions of economic benefit to the state of Oregon. And I am proud that Senator Neuberger is proud that we won this battle in the Senate and with the assistance of our lawman. And he is brave. We won it in the house. What was lost was the appropriations for the new statute to start implementing the same year that these authorization victories were won. These project that was more than could reasonably be expected. But we fought for it. Nevertheless, I close by telling you, come January, you can count on the Democrats in your delegation to do everything humanly possible to see to it that the next year we get the appropriations victories.
