Good. Good. Betty is just a top notch politician. Betty is simply the best Democrat I think we have in the state on the issues. She's proved that in the Oregon Senate and I'm sure Bob Packwood is going to have his hands full with Betty Roberts between now and November 5th. With regard to your new position, what do you see as the top priority? For your party. In 1974. It's pretty obvious it's to make the Democratic Party the majority party in the state of Oregon. We've had the House and Senate. We now have to win the governorship and convert that registration day majority that we've always had into a working, everyday majority in Oregon government. OK, the forecasters in Portland for the Department of Environmental Quality use three different methods for determining whether a farmer can burn during the day. One is what we call the mixing height. That is how high the smoke will be able to raise vertically off the valley floor. Then the second part is the wind direction. The wind direction either from the north or the south and how strong the winds are. And a third part is that the valleys divide into half at approximately Albany. There's a northern half, Albany North. And if the winds are from the north, they will be allowed to burn. If the winds from the south, then the south half of the valley can burn. This allows the smoke to travel the greatest distance and allows it the greatest instance to mix and disperse before it comes to the two population centers of the Valley, both Eugene and Portland. Or what happened yesterday. Well, yesterday was what's called a blown forecast. They had forecasted southerly winds, started to burn, and the wind switched to the north. And then they switched back to the west, and they let them burn again. And then, they switched to back to north again, and the smoke all came back down the valley into Eugene. I've lived in Eugene 50 years, I've known Wayne Morse for 28 years. We need a memorial to him. We need one right away. And 13th Avenue, it goes by the school where he was dean, the building where he was dean of the school of law, a very great dean. It goes into town from the university and it goes out by the fairgrounds. It would be the only avenue that's named after any person. It wouldn't cost the city much money because they have their own sign department. We'd have a Wayne Morse Plaza down at 13th and Kincaid, and someday we'd get money for a statue and an inscription there, and this would be a way that Wayne Morce could be remembered in his own city to which he contributed a great deal, and it would be something we could do right now. What would be the process to make this a reality? The council has to refer it to the planning commission, then they would have a hearing, and persons would have the right to come forward and speak for it or against it, and then they make a recommendation back to the council and hopefully the council would approve it and we could get busy painting the new signs and have a real memorial to Wayne Morse. It doesn't matter, any form, any kind of... Green with that out of state, regardless of what the government does. Our society is changing as you're probably all well aware of wasn't too many years ago that we opened a mall in downtown, Eugene The City Council and some of our local businessmen were very much concerned about barefooted people running around the mall and wading in those fountains And on any given good day, you can see a topless young lady Maybe three or four and on the same weekend You might also go in some of her local streams and creeks around here and find lots of skinny-dippers Taking advantage of the warm weather and nice warm water Well, we appreciate you for that. What's wrong, brother? Well, this... We had a couple weeks in very hot weather. And our building was getting hot, too. Well, I think that there just isn't that much interest in the city council races. And I'm quite concerned now that there be some good people coming forward to run for the city Council. And to my knowledge, at this point, there is no contest in any ward. There's just, I, think one candidate. In each ward and I'm not even sure that there's one in ward one as yet, which is my ward and I will not be running again. And I do feel that perhaps if there's a possibility that citizens would be compensated as members of the city council and that we would have more of a response. And i know there's the argument, well, people put forward that you knew what you were getting into. I know now what I got into and I would like to, and I did today, make the motion that the compensation for council members and the mayor be placed on the November ballot. Would you say that the innovative process has no bounds as far as age? Well, togetherness, we have a few years behind us. I think you're right. It has no bounds. I see that in Corvallis, too. We know, my wife and I know a number of elderly people. In fact, I have coffee with one of them, possibly six mornings a We have come up with, and the resistance on this is hydraulic, so that the resistance is absolutely even at all time and also... A few minutes on there, you can really feel muscles that are... The M's organization has a right to be proud. Team's done a lot better than most people thought they would. They've led the league most of the way. And with a little luck, they could take it all. The M returned to the Northwest League this year with some fine players. Among them, Rich Miley, Ron Mosley, and Russ Dillon. Well, I just heard about it last night. I read it in the paper. I'm kind of shocked that they want to undo the hard work that we have been doing just two years ago. What was your original idea when you brought forth the Charter Amendment? Well, the idea was to have the people have a say on what kind of freeways are being built in this town. And since the people has to live in this town, it's our environment. I think that the people ought to have at least have a choice whether a freeway should be built or not. Do you think your group will actively oppose the petition? Yes, we will definitely do something about this and start a campaign to To keep up what we have been doing in 1972 and I think we'll be able to Keep the amendment as it is now All we have to do is get the word out to the people report this repeal petition, but do you think that there should be some changes made in the freeway chart? Well, I certainly do because I feel that the existing legislation which was passed previously is very faulty and I think that some revision is definitely necessary or an outright repeal, which I understand this group is sponsoring. Specifically, what are the problems that you think have been experienced with this charter amendment? Well, let me say at the outset, Matt, that I'm certainly not sympathetic with freeways. As a matter of fact, I'm opposed to freeways generally, particularly as they crisscross our city. But I feel the major ambiguities involved in this amendment are at the point, at which point votes are required for specific acts to take place. In other words... Do we need a vote for planning? Do we a vote construction? Do we vote for bidding? What is an arterial? It's just things like this that make it very risky to proceed with any kind of plans for any major arterials in our city. That was the Charter Amendment made. The official VFW position on amnesty is we are not in favor of amnesties, not even conditional because the conditions have not been given to us that would make it warrant us to say that we would be in favor amnisties at all. Why does the VFW hold that position? Well, we believe in ourselves that this generation must be judged by their own generation. In other words, the boys that fought in Vietnam should decide for themselves whether the men that run away from that should or should not be brought back to the states and given amnesty. Represents a positive step in that it is a departure from the kind of philosophy that the administration, that the executive branch has been talking about before, but also it just is still quite a ways away from our own philosophy of amnesty and that we think a truly just amnestiy can be nothing short of unconditional universal amnistiy. Will the Vietnam vets against the war continue their... Drive for unconditional amnesty? Yes, we will continue our educational campaign to familiarize people with the issues involved in amnesties and our viewpoints on amnasty and the fact that amnisty is an urgent necessity on humanitarian and political grounds. It represents the first step in a very long process of reconciling all the victims of what has been a heroless war for this country. Most of the members that I've talked to are in favor of moving the primary away from May into September. Well, why has there been what appears to be a change in the mind of legislators as far as abolishing the May primary now as opposed to the past? There never has been a serious effort on the part of... Leadership to support it number one just because people are opposed to change I suppose but number two with the new improvements in the technology of printing we can eliminate some of the delays that might be involved with a voter's pamphlet that's been the excuse that's been used in the past that we can't get the voters pamphlets material together in time. I still feel that hydro-electrically, we could double the capacity of power that we're now getting. This could be done in two ways. First, Congress has not approved any additional funds for a hydroelectric generation for approximately six years. We do anticipate that I believe that Congress is going to release some money, and possibly already have, for hydroelectric power construction. Secondly, as far as hydroelectric is concerned, I think there is a good possibility. And we will see pumping and storage on the Columbia. What this means is that you would take the water, release it through the dams, through the turbines, pump it up into a reservoir, and store it, and use it for peak capacity. Thank you very much. But I think that I will continue to keep an open mind on nuclear, and I hope that I do not have to make a decision until such time as I am able to observe the operation of Trojan, which hopefully will be on stream approximately a year from now. At that time, I think after careful evaluation as to its efficiency, its productivity, its safety, and its pollution. That at that time, I would be able to make a valid decision with regards to nuclear. And I certainly would. At all times attuned to the people of this area as to what their feelings are. Does that answer your question, Dan? Well, this seems at the present time that here in the Pacific Northwest, one of the very encouraging possibilities is geothermal. Nationally, this seem to be relatively unimportant, but just as hydroelectric power is unimportant nationwide. However, hydroelectric is providing about one and a half percent of the nation's energy, about 90 percent of ours here in Northwest. I believe almost the same thing is potentially true of geothermal What about nuclear power? Well, nuclear power, of course, is the main reliance of the electrical power industry. The investor-owned electric utilities and, to a certain extent, the publicly-owned utilities are relying rather heavily on it. They've been rebuffed in attempts to make arrangements to strip mine coal in Montana and North Dakota and Wyoming. And they are... Now quite heavily committed to nuclear power. The only trouble is the costs are just going completely out of sight. Would you favor the Eugene Water Electric? Board moving in the direction of nuclear... Well, I believe that first they should fully explore every opportunity to utilize as much of the hydroelectric energy of the Northwest as they can possibly contract. I believe that that will come if we insist that the existing generation be used for the most valuable uses. The discrepancy that's spoken to in the suit is one wherein the US Department of Labor believes nationally that cleaning is cleaning and that custodial workers, regardless of their level of responsibility or the activities which they perform, should be compensated the same. Whereas in the state of Oregon, through the state civil service, we have two levels of custodial work. A light cleaning level, which embodies sweeping and dusting and mopping, things of that nature, and heavy duty work, which involves the use of scrubbing machines, waxers, other kinds of heavy work, including some responsibilities for tending to mechanical equipment. And that basically is the issue, whether we should have one or two levels of custodial workers. Yes, the purpose of the hearings is twofold. First of all, it is to determine the public interest in such a service. And in the second place, it's to determine, in case there is public interest, which we know there is in many areas, just exactly how people would like to see that service work. Extending public service would mean an increase in taxes, particularly payroll taxes for employers. Do you anticipate any resistance from businessmen in the outlying communities? Yes, it would increase them from zero, in effect, where they're not being charged now. The tax rate in the outlying communities would be the same as it was during last year in the urban area. The council, and I think all of us, would very much like to see the blue-collar worker have an opportunity to serve on the council. But the problem is that $50 or $100 or even $200 a month is not going to permit that blue- collar worker to leave his job for three hours in the middle of the day. You take a look at almost any production line that operates around the country. And that person is needed during the work day. He does not have the opportunity of walking away for three hours on a job that somebody has to fulfill. And there is no way that a nominal sum is going to break him free for a substantial number of long-term periods. You've almost got to make it a full-time employment for that man or provide really major kinds of funds so that he can hire somebody on a part-time basis to take his place, and that's hard to do. So then pay for the council is strictly a matter of you know remuneration for the council member services and not so much attacking the problem of representation throughout the community on the council. In a few instances, it might help somebody handle his economic problem. But in most instances, I think, really, you're saying that that council is putting in probably 20 hours a week. That's an awful lot of time when it's absolutely for free over a year. Lane County, over 62 years of age, are locked out of the job market and many are on fixed income. It was recommended that any Lane County resident 60 years or older be able to purchase the license for their dog at one half the cost of the license. This would apply to all options with the exception of the kennel license. Another consideration evolved around the neutering program. And the committee felt that there was a need to provide a greater incentive for the neuting of dogs. The intent of the committee was not to subsidize the cost of the neuturing operation, but to provide an incentive. So we're suggesting a revised license fee schedule for neutered dogs. We had previously suggested that if the dog were neutered, one-year license would cost $5, a two-year $10, and a three-year, $15. We're now suggesting that that be revised to five, eight, and $10 respectively. Thank you. The Cooperative Science Institute of Oregon is a new public body designed to allow both public and private support for museums in Planetarium in Eugene and in Elaine County. Why is the cooperative being formed now? Cooperatives being formed now in order that all people who are thinking of having a planetarium can cooperate together and make possible a new planetarium and museum complex for Eugene. I understand several local agencies were thinking about building planetariums. That is correct. Originally, OMSI was going to upgrade their planetarium. The IED was going install a new planetarium in their new building on 99 North. And there was even talk of another planetarium at LCC. The National Security Council claims that your chances for surviving a head-on collision are five times greater if you use a seat belt than without. But recently, the House of Representatives voted to do away with interlocking seatbelts that are required in newer model cars. Gil Bellamy says that's a mistake. Was an emotional thing that came up on a floor vote in the House by a voice vote. Some very inflammatory things were made about Big Brother and that kind of thing. It was hypocritical to pick out the seat belt interlock system to start saying the federal government is too much in our line. Why then do you support the interlocking safety belt system. Well, we support the interlocking system, first of all, because what people do on a public road affects more than themselves. For instance, if you say seatbelts protect a person from injury, we have a situation that ambulances and police have to respond to an injury. You have to use up hospital beds, our medical resources, and on and on. But even more important, sometimes a seatbelt is important to keep a driver behind the where he can continue to control his car once it goes into a skid or where he can prevent a secondary conclusion once he's already had a wreck to protect pedestrians around or another car. Bellamy says what it all boils down to is what you do on a public street is a public matter and that all drivers should be required by law to wear seatbelts. In Eugene Ben Brannis for Action News. I think it's a coming thing, it's an extremely difficult thing because it's hard to draw the lines. It's very difficult, you haven't got a nose, an eye, and throat, and it's very difficult to draw a line of where a specialization should be. But I'm sure it's coming thing and they'll have some ground rules for specialization and some type of certification for specializations within the near future. You see this is a good thing for our judiciary system to have this specialization in the profession. In some areas it will be. I think that it's important that you have at least some type of certification and some type of continuing legal education within certain areas of taxation you'd have to have. Even everybody wants to be a trial lawyer, you know, but there's some extremely inept ones. And that probably should be some type of there should be a some type of certification for that. The British system has it, the barrister solicitor differentiation and we'll come to something like that. I think that it's very important for the women who want and need women to give them the support and the backing up that they need rape victims. I think it's important for them to deal with women when they want to, not to be forced into dealing with men when they've just been raped by a man. And that a lot of women are coming to the realization that they can and will get support from other women. Do you think the plans for the women's force on rape, as roughly outlined by District Attorney Horton, are going to be adequate? I think they might be, I'd have to be, you know, know more details about them.
