To make up the difference, they proposed at the summit that Congress ban log exports off private lands for five years. But the industry rejected that idea out of hand, and there was no mention of it in the Congressional Delegations Plan announced later that afternoon. That plan would guarantee for the timber industry... 8 billion board feet of timber from national forests in Oregon, and 2 billion boardfeet from BLM forests over the next year and three months. Those sales would not be subject to administrative appeal or judicial review. And to get to those sales levels, the environmentalists would have to lift the injunctions in the spotted owl lawsuits. But given the fact that the environmentalists have won court injunctions in those suits, the federal sales program in Oregon in fiscal years 89 and 90 was expected to total less than 7 billion board feet.
