That headway includes language referring to a county service district as a possible solution to the area's sewer needs. The alternative is annexation into Eugene, something many residents oppose. The agreement commits the county to interim and long-range sewer planning before allowing new subdivisions. It also recognizes the primary role of the Metro wastewater treatment plant. County will continue public information programs and a growth control program.
