Like much of Oregon, the area has traditionally depended on timber and agriculture for its economic base. However, on three different occasions since 1980, Klamoth Falls has suffered a sixteen percent unemployment rate. City officials say one hundred and thirty three businesses have closed during that period, 3,100 jobs have been eliminated. Against that bleak background, city fathers spurred on by a California hydro company conceived a plan to squeeze another dam in the Klamath River Canyon. All goes well, the proposed Salt Caves Hydro project could generate between 3 and 10 million dollars a year in revenue for the city. The first 12 percent of any net profit belongs to Trend West, a local venture capital company that funded initial studies on the dam after city voters said no.
