It happened as the president was walking from the White House to a helicopter for a trip to Falston, Maryland, where he's visiting a high school. Accompanied by top assistants, the president paused for a second as reporters shouted the question that none of his aides had been willing to answer. The president's words were he's retiring but many feel White House Chief of Staff Donald Reagan had a lot to do with the decision. McFarland is said to have been feuding with Reagan who he apparently feels has a limited expertise in foreign affairs matters but Reagan seems to have been able to restrict Bud McFarlane's easy access to the president for the first time since the 48 year old foreign affairs adviser took his job in October of 1983. And as McFarland arrived for work this morning, he wouldn't comment on that situation, saying only that he planned to meet later in the day with President Reagan. That meeting will now be somewhat of an anticlimax since the president has already confirmed McFarlane's resignation.
