It has taken nearly another year to put the ownership program into actual practice. Now Tansie is first again, the first Wild Horse to legally belong to someone. The BLM expects most of the guardians of the other 2,000 wild horses in Oregon and Washington to apply for ownership. To be approved, they must have taken care of an adopted horse and kept it in good condition for a year. The proud new owners, like Eugenie and Chuck John, seem pretty happy about the new rule.
