When confronted with the ecological impact issue, Forest Service officials said they didn't apply for a permit because the gravel extraction was authorized by a 1979 agreement with the Corps. Corps spokesmen confirmed that prior agreement, but argued it was out of date. Regional heads of the Corps and the Forest Service met in Portland this morning.
