But to be fair, there were achievements. There were major reforms in the courts and land use, for instance, and there was a $3.1 billion budget to wrestle with. The legislature, given that budget, some $250 million out of balance by the governor's office, completed the task, albeit with much bickering, just in the nick of time. Had this session gone on much longer, the state could have lost millions in new revenue. And there was reapportionment to deal with, the redrawing of both state and congressional district lines, which changes political futures and, in this case, gave Oregon a fifth congressional seat in the Willamette Valley. Overall, it was a fairly good session if you are a businessman, but not such a good session for most other taxpayers. Business, with great skill by its various lobbies, managed to fend off several tries at even a token corporate excise tax increase and fended off proposed taxes in other areas like beer and wine. Changes in the workers' compensation laws will also benefit business by limiting eligibility for workers who quit their jobs. For other taxpayers, though, it's a different story. There is a hike in a variety of fees, everything from the cost of a marriage license to fishing and hunting licenses to a one-cent hike on gas taxes in January without voter approval. Voters will be asked for three more cents later on. You'll also be asked in May to approve $60 million in bonds to build a new regional prison facility in the Portland metropolitan area. And cigarette smokers will pay $0.75 more on a pack of cigarettes. A tax credit proposed to help ease the load on child care was rejected. Some tax credits, like weatherization, were lowered. Seniors will pay more for their bus rides. And the commissions on blacks and Hispanics were each given only one dollar for their operations. But probably the biggest impact you'll feel is in the area of things the state won't be doing for you or doing at a lower level. Increases of up to 30% over two years in tuition for most students, and up to 50% for those seeking to become doctors and nurses. Less people on food stamps, less daycare programs, fewer services to seniors, the blind and disabled, 117 fewer state troopers. And the celebrated bear in the air program has been cut. That plane used to catch speeding motorists has been grounded. State police still hope to use it sometimes to help them monitor trucks. The two Coburg men wanted to know why a Lynn County deputy would leave a disturbed man laying on a hot road in Lane County. We asked Lynn County Sheriff Ken Gowen. He says that a deputy had taken Toussainte to a motel Sunday afternoon after his truck had broken down on Coburg Road. Another deputy brought him back to Coburg Rogue later in the day. Both deputies had been responding to complaints about Toussaint's behavior. Sheriff Gowen says that Deputy Mike Walker left Toussaint on the side of the road on Toussain's request. Gowin says that neither deputy found Toussint to be anything but polite, though they both thought that he seemed disturbed. The problem, Gowon says, was that Toussient had not broken any laws and that, in the deputy's opinions, he was not disturbed enough at the time to qualify for psychiatric care. Finally, Sheriff Gowan posed this dilemma. It's amazing, he says, how much authority that citizens think the sheriffs ought have when those citizens want the sheriffs to arrest someone else. But when those same citizens are the subject of a sheriff's investigation, they think the sheriffs ought to have very little power. A new crop locally, local artichokes, I kid you not, not from Casterville, but actually grown in Oregon. Wonderful artichoke, still about 99 cents a pound, very good. Also Walla Walla sweet onions coming in still, nearing the end of the season, but they're still excellent. Out of California this week, tomatoes, goodbye. Last week they were up, the week before they were down, kind of a roller coaster thing for tomatoes. They're a goodbye this week. Also, Hass avocados continue to be an excellent value. Quickly looking at the fruit department, best buys out of California, seedless grapes and grapes of all kind. Wonderful quality right now, 60, 70 cents a pound, very sweet. Locally, peaches and apricots, not a good year for apricot. You might not get any in a can, but the peaches are coming on. If you're looking for canning peaches, now is the time to get them. Also look for some good buys on the melon scene. That kind of covers it. Hoping to find some relief from this heat this week.
