I have served the people of the state of Oregon for more than 17 years, and I have now reached the point of being 11th in seniority in the entire Senate. And that's of great importance to the people of Oregon from the standpoint of the welfare of our state in relation to the federal government. I wish that I could visit with you personally, but my duties in the Senate are going to keep me here during most of the time throughout the primary campaign and during most of the time during the general election. In case I win the nomination on May 18th. On that telecast, I want to say a few words about my position on foreign policy and a few domestic issues as well. I'd have you take a look at the globe in front of me because this globe symbolizes the great issue which confronts us all. It symbolizes the issue of war or peace in our time. And during my 17 years in the Senate as a member, during prior the time of the Armed Services Committee and recent years of the Foreign Relations Committee, I have sought to strengthen the foreign policy of the United States in relation to both our defense and our insistence that we ought to build up a system of international justice through law for the determination of issues that threaten the peace of the world. I have worked, for example, in regard to our various aid programs. I recognize you can't buy friends with a giveaway program. And thus I have stood for a foreign aid program based upon loans rather than grants. And I am pleased to report to you that as a result of the work of a group of us, we now have an emphasis being placed upon loans and a cut down on grants. I've also taken the position that what we ought to do is strengthen the United Nations because let us face up to it. You're not going to be able to win a peace through a nuclear war. And I have stood out against a nuclear war. At the same time, I've lived in a paradox. I have voted for more defense money than any one of the presidents under whom I served as recommended. But I have said what we've got to do is keep ourselves so strong that Russia understands there is no hope for Russia if it conducts a nuclear war. And so I intend to continue to serve you in that capacity if you continue to put your trust in me in the field of foreign policy. Now, let's take the domestic issues for a moment. I'm proud to stand on my record of service to Oregon in the field of domestic defense, because I have brought into the state of Oregon millions and millions of dollars that would have been lost to us if I hadn't been willing to stand up, for example, during the Republican administration in respect to it. No public stark program as far as public works are concerned. Ring Theater, Hill Street, Cougar McNairy, The Doubt. This whole public works program in regard to our water development resources has been the result in no small part of my willingness to oppose any failure on the part of any administration to give to the people the support that we need. Furthermore, I want to say as a conservationist, that I am very proud to point out to you that I have stood for the development of the recreational resources of our state. It's only going to be a matter of a few years when our income from recreation is going to be our greatest source of income in Oregon. It now stands for I Stand for Conservation of our part. I stand for conservation of our water supply. I've been against pollution of our streams and I shall always be proud of the fact that in just recent weeks, because I've insisted on a change in the program of the Bureau of Land Management in respect to our public lands, we've worked out a model program that's going to mean a great deal to the people of Oregon from the standpoint of the conservation of our natural resources. These are some of the things that I discussed during the campaign. I plead with you to exercise your great privilege of voting on May 18th because it determines the difference between free men and people who live under a totalitarian form of government.
