Indicators are that we probably will have a new commissioner also. Now I'm not saying which one because I don't know. But if a new man comes in then I think he should sit in with us and review what our capital improvement programs are as well as a lot of other are the programs. So if a new man comes in, I want him to sit down, take a look at all of this. And if he says this is what we've been doing great, fine. I'll go along with it. But if a man is going to sit in here and serve for four years, then he should definitely have something to say about what we're going to do. Well, let me put it this way. It appears to me quite evident that if people want a change, then Archie Weinstein is the only change they're going to get. Mr. Woods thinks pretty much along the lines that Mr. Omlund does. So if people are satisfied with what we're doing now, fine, they can either take Mr. Omlunt or Mr. Woods, but if you're really looking for a change then Archy Weinstein's the only way to go. Thank you. Now, if we're going to talk about rehabilitation and re-socialization, we're gonna have to allow these people to take on certain responsibilities. Not to have some big brother or some 1984 figure coming down and saying you do this, you do that, you do programming. Are you doing this? Are you that? Program. Now, this is imprinted in these people's minds now. Intelligence information derived not only by local police departments but by police agencies throughout the United States clearly show that organized crime has had an impact and has made inroads into quote unquote the body shops. It was because of that that we sought a prohibitive ordinance against the widespread growth of body shops in Lane County. At the same time, I reaffirmed the basic position that I have maintained in law enforcement, and that is that whenever possible, law enforcement should not legislate morals. What people do in the privacy of their own home, I think, is up to the adult. Section 4 of the ballot measure number 13, I thinks, is too broad, and I think it's to encompassing. It relates to what people can see and what they can read and what they cannot see or read, and what they can have in their possession. I think that is too broad and is too prohibitive. We propose cost of living clauses in all union contracts so that wages automatically increase whenever prices go up. We propose that all Americans living on fixed incomes, from those forced onto welfare to older Americans living on social security, also be protected by such clauses. We want to eliminate the $84 billion so-called defense budget used to prop up dictatorships throughout the world from Chile to South Vietnam and to use the money for needed social programs at home. In addition, we propose a complete revision of the tax laws so that all Americans with incomes under $15,000 pay no tax while incomes above $30,000 be taxed 100%. We want to greatly increase the taxes on profit bloated corporations to take the burden off the majority of working people fighting to make ends meet. Oh, I see. You're doing a good job. Okay. Are you going to vote this time? I plan to. You made up your mind in my race. Are you gonna vote? Yeah. So, nice day. That was great. Well, John Dellenback's made a big thing about his voting record in the floor, and our research has shown that he has one of the poorest voting records in committees of any member of his committee. As a matter of fact, on the Education and Labor Committee, he missed 70 out of 87 votes in this Congress, and that's the worst, the poorest record of all but just two members, and those two aren't running for reelection, and this is a 38-member committee. He missed out. Uh... Eighty five out of a hundred and fifty nine votes on all his committees in the uh... In this congress and that's uh... Less than fifty percent attendance voting record and his committees and that for the real work of the congress has done is in committee and uh... I think he should be uh... Asked to account for this Ha ha ha ha! And how are you? Okay. Thank you. If you understand the process of the Congress, you find out that many members are on many committees and subcommittees. I'm on three committees and five subcomm committees. They oftentimes will have meetings scheduled that overlap each other. They'll have one or two, I've had as many as four committee and subcommittee meetings at the same hour on the same day. What I do under those circumstances is to pick the meeting or meetings that are in the area that really it's a meaningful meeting. I go to that meeting and I cannot be at all of them. I sometimes will send a staff member to the subcommittee meetings or the committee meetings where I'm not present and that's it. This is strictly a coincidence that we're here, but I'd be delighted to do it. So. Campus. Nice to see you. I didn't see you here. Great. Well, of course, the basic reason is that we've had some financial problems, as all businesses have, and the increasing costs that are required to provide the service that we have require more revenue. So we've found in staff analysis that the materials and services part of our budget is increasing at the rate of 24 percent per year. That was our... Rate last year, a rate of increase, and so somehow we need to acquire more revenue in order to meet expenses. I have reported to the council today the same position that we expressed in April of this year when we were saying that with our brief experience when legalized gambling was going on in Eugene, that it did have an increase effect on crime in Eugene and it did cause a use of police manpower in an attempt to address those problems. So you're opposed to it. Well, I'm taking a position that we see problems with it from a policing standpoint and that it is going to be ultimately costly to the city for us to attempt to enact and enforce such an ordinance. The proposed public service building, again, is not from an individual or a self-styled expert as Mr. Elliott claims to be. As with the development of a solid waste disposal system, the construction of a facility to house county departments takes much technical, professional, and citizen investigation, study, and discussion. This has been done over a period of five to ten years. In fact, it has taken too long. The courts will have pushed all county departments out of our present building within the next two years. Once you get it filled up with trees, well, these trees, they take up a space like this when you're working with them. And if they're coated with 50 grams of a toxic substance, 2 milligrams, which can contaminate you if you get in your body, 2 milligrams right here. That's 2 milligrams. And on a whole tree, 50 grams, if it wasn't salt, it would fill up my whole hand. So, I'd say that... When you're working, when you're planting a tree, you know, you say you have your hoedad, and you make your hole in the ground, and you go to put your tree in. Well, your hand's holding on to your tree, you know. And when you put your, when your planting your tree you got your, I'll plant this tree here a little bit, like I'll show you. See, you got you're head right near the tree, see. And in fact, the whole bag is full of trees. And if they're painted with this poison. You're really hard put to keep two flakes of that poison out of your respiratory tract. Eugene and UCLA both made bids for the meet. Eugene won out for reasons not yet clear. Just how critical is the ammunition situation? A lot of our major brands, Winchester, Remington, Browning are short on copper and brass it seems like and they have had to cut down. We don't have brass for reloading and the jacket material for reloaded bullets and consequently this has hurt the big manufacturers as well as the individual reloader. Uh... You can anticipate an ammunition shortage here this season At the present time we're in pretty good shape, but we can't say what it's going to be like after the first of the year. The Love Machine, which is right over here, and I will be modeling that. It's a beautiful machine that's made sort of like a bedroom inside. It's kind of wicked. And we have something for everyone down here. We have t-shirts, we have popcorn, anything that anyone wants to say. You were a centerfold girl a year ago, how competitive is that? Well, if the Playboy says that there are approximately 100 girls shooting for each month, and mind you, the hundred girls have been narrowed down, that is the select hundred. And many girls have shot and perhaps shelved and not put into the magazine for two or three years later. It's, I don't think it really has too much to do with how good looking you are or whatever. I think at the outset I alluded to my exuberance on the way the campaign is going, but I might also remind you that I am probably the only candidate that has not even mentioned that he would even think about withdrawing from the campaign because I felt... Have recent revelations in the paper about your major opponent added some fuel to your fire or given you a little encouragement? I don't know if I have a major opponent or not. I think it's kind of interesting that the President's bringing up these questions. I've never heard that you considered not running, except from your opponents. No, there was... I'm sorry, I have to close this. It's time for the fire. There was a rumor started. There was a rumor started a week or so ago about that and I was aware of it too and I'm happy the question was asked. Bats and witches symbolize Halloween, but bats are a colorful reminder on paper only. A real problem is that during this time of the year, bats migrate to warmer climates and leave their sick and weak behind. Children have been making pets of the creatures because they're so easy to catch. Some even bring them to school for show and tell, much to the consternation of teachers and principals alike. Recently, two children in Lane County were bitten by bats. One was found to be rabid. The child is now undergoing treatment. I talked with Jeanette Boast about the problem. We feel that the parents should advise their children not to pick up wild animals, especially bats, because there's always a fear of rabies. Parents instruct their children how to cross the street and not to get into strange cars and so forth, but they don't emphasize the problem of petting strange animals or making wild animals into pets. What should parents do if their children pick up these wild animals? Any bat or wild animal, maybe a raccoon or skunk that someone has picked up in the woods that's a baby or want to make a pet, should report it. In fact, they should really leave these animals alone. Although the problem is not widespread, it can be a painful experience for a child, so if you have a pet like a bat or a skunk or a raccoon, have it checked by a vet. Arlene Flattery for Action News. We hope by having women in the police departments to handle rape victims, to more sensitively and compassionately treat the women who are brutally assaulted and raped and where injuries are inflicted on them during the course of violent sexual assaults. The whole idea is twofold. Number one, to enlarge women participation in police work. And number two, to encourage more women to report the crime of rape. We think the rape team is a bold new idea that has a great deal of promise here in Lane County. We're very pleased we got the money. How long was this? At that time both my opponents had peaked and have since been sliding, and if they start to move now toward Mr. Wood, I think that would more ensure Mr. Weinstein's election if that's what they're afraid of. But I don't think Mr. Weinstein can beat me, nor can Mr. Wood. And this is a feeling I get throughout the county that I'm way ahead of them. Isn't there a pretty good chance that you and Bob Wood will split the more liberal vote? No, I don't think so. I think that the Bob will get the very liberal vote. This is true. But I think when people analyze the experience and debate the differences, I I don't see how they can make the other choice. I'm giving notice of intent to file an initiative petition to expand this Board of Commissioners to provide for more adequate representation. I know this idea failed, and I blame that mainly on the fact that voters don't want to pay another $25,000 apiece for county commissioners. I know the argument, of course, that you have to pay more to get qualified people. That doesn't wash with me. Four delegates for Eugene Springfield, Oak Ridge, one delegate, Cottage Grove, one delegate. Florence, one delegat, and two delegates at large, making a total of nine members. This is something that happens traditionally at the beginning of the school year as children come back from camping out, spending time with relatives, and visiting various parts of the United States. Is this a serious problem? Do lice cause any discomfort? Or do they carry disease or anything? They cause considerable discomfort. They're very irritating. The possibility of them causing any kind of serious disease is possible, but extremely remote. Do the schools check for lice or is this something parents should do? Well, the schools will check on a case that's been referred to them by one of the teachers. Parents can do this very easily. Just look at their children. If they see something that looks like dandruff but doesn't blow off or shake off, it's probably head lice. They're little white specks on the hair. What do they do if they find them? Get in touch with their physician. You can also get a medication over the counter called Pyrenate A200. But we're finding that the lice we're having recently seem to be resistant to this and that you need to get a prescription drug called Quell, which is highly effective in treating this problem. There are 12 sites around the county that provide nutritious meals for some 500 elderly people each day. There are six places in Eugene alone where these people can come to meet friends and have lunch. One of those places is the Glenwood Christian Church on Henderson Street. About 35 people eat lunch here five days a week. But the folks here have a problem that hasn't anything to do with food. It's heat. I asked this to volunteer Richie Weinman why the building was so cold. The people who run the Glenwood Christian Church here haven't got enough money to pay for the heating bill during the week. They can only afford to heat the building on Sundays for their services. Where do the funds come from for this program? The Lane County Elderly Nutrition Program is operating on federal funds and some OEO grants. And in order to get the maximum amount of services for our dollar, we have to only provide meals. Services. Meal. Well how can we solve the problem here We really need public donations to help this program going, to help pay the heating bills here. The church has been kind enough to offer their building to us free of charge, but they cannot afford the heating bill. What's it going to cost a month? Approximately $50. The senior citizens are asked to donate $0.60 to cover the cost of the meal if they can afford it. That doesn't quite cover the costs of the food, let alone the heat. Unless the money can be found somewhere, the elderly will have to shiver through lunch this winter, or the program may have to be stopped altogether. At the Glenwood Christian Church, this is George Shortus reporting for Action News. We can get that message through to the President by electing Democrats to the Congress, that the Democrats want something done, the people of this nation want something to be done. I think we're going to see a large Republican and higher price every time we go to the market. And so I want to... Because he has been saying that he's interested in people, and yet his voting record certainly belies that statement when we look at the things that he has voted against, such as he's voted against including eyeglasses and hearing aids for senior citizens and Medicare. He has sustained the President's veto on vocational rehabilitation for the handicapped. He's sustained the president's veto on educational appropriations measures. The list goes on and on, and it's impossible for him to make the statement that he is really working for people when in fact he has been more concerned about voting for military appropriations than programs for people. Ballot measure 15 has the broadest base of citizen support ever given a measure submitted to the Oregon voters. More than 90,000 people signed this initiative petition which put this measure on the ballot. We believe this is the largest number of signatures ever obtained for an initiative petition in this state. Governor Tom McCall heads the list of state officials, leading citizens, and conservationists who support ballot measure number 15. Both candidates for governor. Have stated they will vote for it and three-fourths of the candidates for the state legislature have endorsed measure fifteen The Fish Commission and the Oregon Wildlife Commission have estimated that it will save directly about 70 percent of the steelhead in the Columbia River system, and this is done by several ways. One, to increase the net size to limit the catch on the steel head trout. For example, right now they use a seven and five-eighths inch mesh to go to an eight-inch mesh. This allows a greater escape in the steelheads. Secondly, steelhead, as many fishermen know... Exist in special areas of the river. We call them drifts. Salmon exists and stay and hold in other drifts by taking the the the reason for catching steelhead away, the commercial reason, dollar reason, these fish will not be harvested and fishermen will not be fishing these direct areas. If you plan any significant changes in the weeks ahead... Well, not sure. We had an awful lot of guys hurt. It may require us moving some people around. We're not really sure at this point in time. We don't know about the psychology as to how it affects our... I would like to say hello to each and every one of you who work in the press, radio and television. I am at your disposal. Especially. Radio, television, press, certain congressional figures were bribed by the United States to that end. Especially on Mercury Day, which is the widest circulation in Chile and which today is the official voice of the military junta. Especially the daily newspaper El Mercurio, which was the most conservative large circulation daily in Chile and is now the official spokesman for the Junta in Chile. But there's been a thorough, under the shield law, investigative reporting done by the Register Guard. It's been provided to you people. And the data that I had, everything's been out in the open. And out of all this, I ended up very happily last Saturday with the endorsement of the Eugene Register Guard, I ended with this letter from Governor McCall. And the only... Additional comment I might make. People have asked whether this is going to hurt my campaign. Well in response to that, you can't walk through a mud swamp or a pig pen without coming out with a little bit of smell on you and a little grime on your boots.
