During the recession years in the early 80s the fall slowdowns were disastrous with thousands of mill workers losing their jobs. Even though the recession is supposed to be over, this year is looking too promising either. The composite price for lumber is about 10% lower than it was at this time last year. The warehousers' recent layoff of 150 workers in Springfield has raised fears that more curtailments may be on the horizon. Many in the timber industry believe demand for lumber isn't the problem. Even if housing starts did tail off a bit over the last few months, it was still a pretty good year. While building is still slow in Oregon, housing starts in the West were up 85% compared to 1982. Last August, the Oregon Fish and Wildlife Commission ordered the shutdown to halt the killing of steelhead and salmon at the dam. The fish would follow the natural instincts by avoiding turbulence near the dam and swim into this turbine housing only to be struck by the rotating blades. Today, workers installed and adjusted special screens at the mouth of the turbine housing to keep the fish out and to ensure they make their way up the fish the way they're supposed to. The price tag to save the game fish is a big one for Electra, builder of the Hygro Project who has invested $52,000 so far to keep the fish away from the turbines, a bill that includes $130 a day for work beneath the surface of the river as well as for work high above it. Eyewitness News has learned that drugs played a part in Lissy's murder. Katherine Lissy allegedly had a cocaine habit and was expecting Dave Wilson the she was strangled. Michael Lissy allegedly set up a cocaine deal between his wife and Wilson July 5th. And authorities say Lissy didn't know her husband allegedly had other plans for her. Although District Attorney Pat Horton won't comment on drugs or other details of the case, he says it is a case of murder for hire.","format":"text/plain"},"target":"https://uoregon.aviaryplatform.com/collections/1635/collection_resources/70830/file/156780#t=280.02,321.73"},{"id":"https://uoregon.aviaryplatform.com/collections/1635/collection_resources/70830/file/156780/transcript/90006/annotation/179","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"\u003cstrong\u003eSpeaker 11:\u003c/strong\u003e Mr. Lissy conspired and solicited and contracted for the death of his wife, and the person with whom he conspire and contracted, in fact, was one David Wilson.","format":"text/plain"},"target":"https://uoregon.aviaryplatform.com/collections/1635/collection_resources/70830/file/156780#t=322.29,332.59"},{"id":"https://uoregon.aviaryplatform.com/collections/1635/collection_resources/70830/file/156780/transcript/90006/annotation/180","type":"Annotation","motivation":"transcribing","body":{"type":"TextualBody","value":"\u003cstrong\u003eSpeaker 10:\u003c/strong\u003e Horton says they've established a motive. Today, Electra employees would not comment on the progress of the repair work except to say they hope to get the turbine generators spinning by Tuesday, a move intended to generate electricity, not more controversy.
