The pattern emerging is that virtually all the original papers that could help prove Wright's claims have either been burnt, blown up, lost, or confiscated by the FBI, this according to Bean, who also says that individuals who could back his and Wright's contentions are either missing or dead by natural causes, suicide, or murder. Prior to the trial, Bean told Eyewitness News that he himself was shot twice by a person or persons unknown. The man who has become the key witness in Wright's defense says he's been receiving phone calls from attorney general's offices in half a dozen, mostly western states. Hauke's plan would work within a $102 million limit that lawmakers assume would be available without additional revenue raising. The plan would provide a $100 refund to homeowners for one year. The refund the second year would depend on the amount of money lawmakers believe they could safely take out of the state's Prudent Person Reserve Fund. There are 80 to 90 million dollars in that fund now. The governor and some House Republicans believe that could be reduced to 50 to 55 million. Lawmakers want to enact some sort of relief because none is included in the governor's budget and there are doubts about the passage of the sales tax in September. The conference committee today adjourned without reaching a conclusion. A two-cent-per-gallon boost in the gasoline tax was approved in order to provide additional funds for highway repair. In order to protect the buyers of used cars, the legislature passed a bill to tighten laws on odometer tampering. Hazardous waste were a major concern to the session. To start with, the legislature quickly took action to regulate a PCB burner proposed for Arlington. Later, lawmakers approved a hazardous spill strike force that could quickly respond to accidents and spills resulting from the growing number of dangerous materials traveling on Oregon roads. Not all safety issues were successful. A measure to mandate the use of seat belts was easily approved by the Senate. However, when the measure got to the House, an outpouring of negative reaction from the public killed the bill. The new lottery drew a great deal of attention this session. The governor vetoed a bill that would have given the legislature direct control over the lottery commission. The legislature did, however, approve an economic development spending plan for the $85 million of estimated lottery proceeds. In terms of taxes this session, the Oregon legislature dibbled and dabbled, but essentially did not dramatically increase taxes. And in fact did not reenact the 8% income tax surcharge. That means your income tax bill will drop by about 8% this year. In terms of services, the legislature continued most government programs at their current levels. And in some cases, involving human services, the legislature was actually able to offer more help to needy Oregonians. So what sort of session was it? Well, most political observers, lobbyists, lawmakers agree the nineteen eighty five session was the best organized and managed session in the past 10 years. However, the ultimate decision on the worth of the past session will be left up to the stockholders of democracy as they return to the voting booths over the next few months and years and pass judgment, either to accept or reject the decisions made by the 63rd Legislative Assembly.
