Immediately they began issuing citations for safety violations and train after train was pulled out of service. Now the rail yard looks like a locomotive parking lot. Trains can get in, but they're having a tough time getting out. Locomotives have been pulled off five outbound trains in the last 12 hours. According to a spokesman for the Federal Railroad Administration in Washington, D.C. Ninety percent of the locomotives in the yard have some kind of safety problem, ranging from exhaust leaking into the cab to air brake systems that don't work properly. And at least 40 rail cars can be seen with bad order tags on the side. Those are the tickets federal inspectors leave behind when violations are found. A Southern Pacific spokesman in San Francisco describes the violations as technical. And says none of them pose a threat to employees or the public. Southern Pacific mechanics, who asked not to be identified, say SP has laid off two-thirds of its workforce in the mechanical department since 1980. They're still expected to do 80% of the work with one-third the crew, and they say that's the problem. When this happened two weeks ago, Southern Pacific says it was unable to get empty cars to local shippers for a few days. They say that's about to happen again if federal inspectors continue bat-ordering trains. So Southern Pacific officials are frustrated. This is the second time in two weeks operations here have been severely disrupted. And that costs SP time, money, and its reputation. In West Eugene, Doug Barber, Eyewitness News.
