The solid waste program will cost taxpayers $0.38 per thousand, and the total county tax rate, including garbage, is $1.42. That means a resident with a $20,000 home will pay $28.40 in county taxes. Along the same lines, the commissioners received the plan development schedule for the county's proposed solid waste recovery and recycling plant. Under the schedule, public hearings should begin early next year. Plans should be finalized in the middle of 1975, and the project should be completed by 1977. Solid waste director Bruce Bailey says, hopefully the schedule can be accelerated. As it exists now, the schedule has built-in holds to cover development delays. If everything jives according to the plan, Bethel Danabow will be the last landfill site this close to a populated area. The proposal for renaming 13th Ave. For Morse was made by Attorney Charles Porter of Eugene. He told the Commission at a meeting earlier this week that Morse put Eugene on the map. He said other memorials to Morse will come in time, but renaming 13th Avenue for him is the best way for his hometown to honor him now. Porter pointed out that 13th avenue is symbolic in that it connects the University of Oregon campus where Morse taught law with the heart of the city. Again, the proposal is under study. And I feel that by putting a ban on any burning of annual grass seeds, by putting a ban any burning of grain fields, from which the largest part of the smudge and the smoke comes because of the bulk of the straw that's left, and by putting reduced quota next year on the amount of acres of perennial grass seeds that can be burned, that we can cut the burning in half next year. And we can reduce it even farther the year after. And I'm convinced, after talking to consultants and to engineers, that in two more years' time, there will be adequate mechanical alternatives to field burning. So that the problem will be solved. We will phase out burning on all grass seed lands. Actually, his lease runs out on October 1st, but he's been told that it probably would be extended until the first of the year before he'd have to get out. He wants to take over Lamar's restaurant, which is just down around the corner from this location, and has applied to the Liquor Control Commission for a license to operate that establishment. The Liquor control commission has said no. At a public hearing on that issue, a number of business people complained to the liquor commission about the operation that Bud Nixon runs here, saying that because of the people who frequent the place and hang around the tavern, it's bad for business in this part of town.
