Before, he was only frequenting the gay bars and the pickup joints. Subsequently, he flips out and leaves Bart, but keeps finding himself returning time and time again. Making Love basically has a solid screenplay to work with, and consequently, it handles its subject matter fairly well. The problem is, this just isn't a very good movie. It's too long, too choppy at the beginning and end, and Kate Jackson as Claire is badly guilty of overacting. In addition, the other thing I found jarring were soliloquies by Claire and Bart that kept breaking up the flow of the picture. Had they been toned down, this would have been a fine movie. As it stood, Making Love is OK, but it will never be a great picture. Cut back on budgets that some think are already down to the bone, or raise taxes assumed to be a sure form of political suicide. But just how big could the tax bite be? A typical home in Eugene is valued at $74,000 and assessed at $60,000. If that's your home, you pay $1,500 in property taxes, but the state returns $400 in property tax relief for a total bill of $11900. $450 of that bill goes to the City of Eugene. If the City asks voters to approve enough money to maintain services at their current level, your bill would increase approximately $55. If the city asks voters to approve all agency requests, it would instead tack on $95. The county gets fifty dollars of our typical family's property tax bill. Early guesses are that the county could ask for a four to five million dollar levy increase. Four million dollars would add thirty five dollars and five million would add fifty five dollars. The figures we just presented are only estimates of what the property tax increases might be in a worst case scenario. The city and county can and probably will increase business taxes, permit fees, and user fees. And of course, they could make up all the deficit by cutting back or eliminating some services. But there is one more player in this game. Oregon's state legislators are reeling in light of the latest budget shortfall projections. They've been in special session the last month looking for a combination of higher taxes or smaller budgets. A family of four with an income of $30,000 pays about $1,500 in state income taxes. The state could gain over $50 million with a 5% income tax surcharge. That would add $70 to our family of four's tax return. The state could earn the same amount by reducing property tax relief at a cost of $155 to our families. The worst case, if you will, then adds $300 in property taxes, in our example. And that doesn't include school districts or special service districts. Of course, there are hundreds of alternative plans, and the impact varies with income and property values. But governments have their work cut out for them.
