Despite the claims of one member of Congress, I can assure the people of Oregon that our state is receiving more money from public works this year than any year of its history. With the sole exception of 1951. This year we have won $72 million for such works as John Day, Green breeder and Cougar Taft. Of course, Marian Neuberger and I had hoped to add money in the Senate for projects not included in the money bill passed by the House of Representatives. We did add money in the Senate, but as happens in many states, the House conferees objected to these additions. I want to stress to you that no one member of the House of Representatives can block these appropriations, least of all any blocked them with threats and insults. It is claimed that one congressman from Ohio opposed some funds for Oregon public Works because Maureen Neuberger, Edith Green and I opposed his pet bill. His pet bill was a $10 million rare fish aquarium for the District of Columbia. The District of Columbia needs schools. It needs housing. It needs control of the pollution which befalls the Potomac River. But it does not need a fish aquarium built and paid for by the American taxpayer. And it is green. And I said so. I called it a fish hotel when I voted against it in the Senate because that is exactly what it is. There was nothing meritorious about that bill. It was and is a complete waste of $10 million. And I do not intend to submit to any threats of retaliation from a sponsor. The voters of Oregon who have elected me to the Senate three times know that I consider bills and fight for Oregon projects only on their merits. I am proud that I have never asked the Congress to provide for a project in Oregon that was not a good and sound economic investment, and I do not believe our state or any state should pay tribute of $10 million to a member of Congress in order to purchase his support for them. If this man's price is $10 million this year, who knows what it will be next year? Once you start playing that way, you are fair game for every politician who wears a price tag around his neck. Just a few days ago, I voted against the foreign aid money bill nearly $4.5 billion because I believe it excessive and wasteful. I shall continue voting against it when I think it is wasteful. Does anyone think that vote should be traded? No. The men and women in Congress must vote for what they think is right. That is the only way our political system can work, and that is how it does work. In fact, you will find that during the eight years of a Republican administration, your Democratic members of the House and Senate obtained John Day, Cougar Hills Creek and Green Peter Dam. Not over the opposition just of some members of Congress, but over the opposition of an entire administration. We did not pay anyone off with payers money to do it. We fought hard and won because we were right. I am proud of Oregon and I have been proud to be a senator. People say I have a low boiling point and I do not deny it. I still support justified expenditures for education, for medical services, for resource development in Oregon, in Ohio, or in any state. But the nation needs a low boiling point about a lot of things. This $10 million fish hotel idea is one of them. It is nonsense. And Green Marine Neuberger. And I voted against it because we know it to be childish extravagance the nation cannot afford. We will get the appropriations in a supplemental bill hour in January at the latest for the new projects authorized this year.
