And that is the president is required when hostilities are eminent or actual to submit a report to Congress and ask for our consent to commit American troops. It's a strict reading of the Constitution. The president as commander-in-chief has the power to repel sudden attacks on the United States, but he does not have the power, and never has in the 200 years of this country, the power commit us gradually into hostilities and into a war. And we're just trying to get back to a more traditional view of the constitution. Congress funds the armies. And he doesn't. And I've reviewed the so-called secret documents about our engagement policy and our objectives in the Middle East. The secret is we have no policy. And that's a heck of a thing to be involved in that situation with no policy, no long-term or short-term goals, no military tactical strategy. You know, I mean, we didn't even have the mind sweepers.
