Rescuers who examined the log say it looks like it's been cut by someone, some well meaning person trying to remove the hazard, but in doing so, he only made it worse. That's one of the things Lane County Sheriff's rescue personnel ran into when they considered removing some logs a few years back. Someone suggested they check before acting.
