It replaces the old surplus food program that they've had in this county. A person whose income is below certain limits, for instance a person living alone that has less take-home pay, less than $160 a month is eligible to participate in the food stamp programs. This person would get $28 worth of food stamps and they would take these food stamps to the grocery store and spend them just like cash for any item, any food item that they wish to purchase. A certain amount of groceries that was issued to each person. This way they have a freedom of choice. They used to have to go down and take whatever was available at the time. Usually it was basic foods, but it wasn't necessarily the type of food they were used to eating, or in some cases people with diabetes or high cholesterol problems, the basic foods that they had to have. So under this program they can go into the grocery store and buy food just as any other person. It also... Puts the cash in the local community. In other words, our food stamps have to be spent through local grocers and therefore the money stays for a short time, at least in Lane County and as it is circulated in Lane county. The program will bring about $250,000 per month of federal money into Lane County. And this, they say, is turned over about three times a fortnight, there should be a boost to the economy of the county. Well, if it was a grocer or a bank or something, they would call us and we'd certify grocers to accept food stamps. But if it's a person who wishes to participate in the program, a low-income person, it could be low- income for any reason. They could be out of work or anything. Oh, the political thing would be awfully easy. The political approach would be, oh, yes, we're doing that. We're taking care of the individual Oregon problems, but we're not interested in the war. We're not interesting in the military spending programs or the draft. Well, let me say it's not an either or with our office. We are answering and responding to 300 to 400 Oregonians' personal problems every month. Social Security check is late. They haven't heard from their son in Vietnam. They have an illness that has to be cared for by some special research program at NIH. They have arthritis to the point where they need a DMSO assignment or a prescription. Personal problems. But let me say to you, over and above the personal problems and the corporation problems and the business and the economic problems, my friends, I would be less than honest with you if I said that we could solve any of Oregon's problems without first getting ourselves out of that war in Southeast Asia and balance our federal expenditures into all the categories of needs for our people. Anything short of those... Problems being solved will only be a band-aid answer to a need of searching. Now I think it ought to be very clearly understood by this and all other audiences that it is not a question simply of the prisoner of war or withdrawal. Do not equate Vietnamization of this administration. Do not equal it with withdrawal. We have heard the litany recited time after time that when we came into office we inherited this mess and we did as Republicans, as Americans. And we have heard it stated frequently that we had X number of men, 540,000, 46,000 men in Vietnam at that time. And now it will be down to 285,000. This is true. And this is the direction we should be moving. And we must support the president on that kind of movement. But do not forget, there's a fundamental constitutional question. The president of the United States has been withdrawing troops on the basis that he is the Commander-in-Chief of the Armed Services. And no one challenges that. But when the President of the United States says, we will retain troops in Vietnam for a reasonable period of time to give the two key regime an opportunity to defend itself, that no longer is a commander-in-chief activity. That is a political policy and a commitment that bears and requires the review of the Congress of the United States under the Constitution. Bear in mind one simple fact, and that is, through all these years of Vietnamization, since this administration has taken office, we have not had any breakthrough on the prisoner of war question. So obviously, the present system is not working. Our effort, besides that of trying to set a terminal date for all military involvement in Vietnam on December the 31st, 1971, as incorporated in our amendment, was to some triggering mechanism. Some triggering mechanism on the prisoner of war question. We believed we should get off the defensive. And we have been on the defensive, we should on the offense. And the offense is to these North Vietnamese and the Viet Cong, simply, you have stated publicly, frequently, that you will work out a prisoner of war question, provided we set a date certain for our military withdrawal. Now, put up or shut up. The City Council, the people of the State of Eugene, simply cannot afford unplanned growth that will result from this kind of policy on the part of the U.F. Board. Today at the noon meeting. I ask for a full report and an immediate meeting between El Cogs, the Eugene City Council, the planning commissions of the county, and the directors of the Eugene Water and Electric Board on this very, very serious matter, because I think it has just innumerable consequences for every taxpayer in this city if this city is simply allowed to spread like an octopus over this valley. And I believe that we're opening the door for that and that this policy is a dangerous one. I want I want to know what What's happening?
