Consequently, the budget committee today felt that they had to go to the people with some type of fiscal program that would recognize the needs of the community and bring it up to date. And it was apparent that the increase in the tax base seemed to be the most logical, mainly, I think, because it does give opportunity for planning needs ahead, Not just for one year. For example, were we to exceed or to present a budget exceeding the six percent limitation this year, it would be necessary for us to go to the voters, have it approved, we hope, and then come back next year with another budget for approval. The law requires that audits at the various State Departments be conducted annually. Each Department of Government pays for these audits, and as I pointed out before, it's in some instances been four years since audits have been conducted on these State agencies, at a time when we need to be finding ways of economizing, better utilizing the tax monies. It seems imperative to me that those audits be brought up to date and now. The Secretary of State indicated that he had been derelict, he accepted full responsibility for it, but his answer was that he was appointing a blue-ribbon commission to study it. So far we've heard nothing.
